Under the normative approach a problematic area is the difference between the present situation and an end. A problem in the positive frame of reference is a statement of an expected relationship between variables relevant to a given situation; thus, it might be simply a question such as: What is the effect of so and so on such and such? Or, To what extent is variable X associated with variable Y? The problem is important, not because of a wide gap, but because the researcher and his supporters believe that its solution will add to our store of knowledge and justify the expenditure of research r sources.
