This book examines the evolution of airpower and specifically the growth and proliferation of Remotely Piloted Aircraft (RPAs). While most existing literature examines either the law or ethics of RPAs, and some newer scholarship looks to the battlefield effectiveness (the gains from strikes versus the potential for ‘blowback, etc.), this work investigates it from a broader military perspective. It examines the strategy for employment of RPAs across the spectrum of warfare, the potential deterrent value of RPAs in some circumstances, and the resulting ability of RPAs to fundamentally shift the character of when and how wars are fought. The central aim of this book is to evaluate the role of ‘drones’ in warfare to date, and make basic projections on how states will adopt RPAs and UCAVs in the future. At the core is the goal of answering a broad, underlying research question: How will the RPA innovation impact military strategy and international security? In today's volatile and complex environment, the military arm of national power has been called upon to fight campaigns in both Iraq and Afghanistan. For over eight years the USAF has been continuously deployed to both theaters, flying tens of thousands of sorties each year-- mostly manned missions, but some unmanned. The unmanned flights are primarily for Intelligence, Surveillance and Reconnaissance (ISR) missions, but increasingly the unmanned platforms are used for attack missions. This increased reliance on Unmanned Aerial Systems (UAS) to fill more and more traditional roles of USAF air power has several implications. UAS eliminate the human aspect of being in the air. They do not provide direct situational awareness; they don't put "eyes-on" the target and the friendly forces. While UASs serve an important role, taking humans out of the cockpit will lead to strategic mistakes and give the enemy yet another opportunity to succeed. Fielding the right numbers of manned and unmanned aircraft will enable the USAF to effectively execute its mission in future conflicts. The uncertainty of the future environment and our continuing uses of USAF air power will require ingenuity, foresight, and appropriate technological development. As the enemy continues to adapt, so must we.




Avoiding Surprise in an Era of Global Technology Advances

The global spread of science and technology expertise and the growing commercial access to advanced technologies with possible military application are creating potentially serious threats to the technological superiority underpinning U.S. military strength. Key to dealing with this situation is the ability of the U.S. intelligence community to be able to provide adequate and effective warning of evolving, critical technologies. To assist in performing this task, the Technology Warning Division of the Defense Intelligence Agency (DIA) asked the National Research Council (NRC) to undertake a study examining technology warning issues. This report provides the first part of that study. It presents an assessment of critical, evolving technologies; postulates ways potential adversaries could disrupt these technologies; and provides indicators for the intelligence community to determine if such methods are under development. The intention of this report is to establish the foundation for a long-term relationship with the technology warning community to support the examination of technology warning issues.
