"This FEIS is prepared pursuant to NEPA to assess the environmental impacts associated with NOAA's approval of incorporation of the revised guidelines into the WCMP. The new guidelines take into account ecological functions, cumulative impacts of many small scale developments, and represent greater efforts to restore coastal environments. The proposed action, i.e., NOAA's approval of incorporation of the revised guidelines, would allow the State to use federal CZMA grants awarded to WDOE in support of local governments revising their Shoreline Master Programs to meet the new guideline requirements. In addition, the State would be able to apply the federal consistency provisions of the CZMA using the new guidelines"--Cover letter.
