Great importance would have been at tached to these transactions, but for the greater importance and interest of those, which followed so close upon them, in the war of the Revolution. But it is not the least of the reasons, why we ought to study the history of these earlier wars, that they formed in reality the great school, in which the military leaders of the Revolution were trained. The issue has taken a far wider range, one of portentous magnitude; and that is, whether the white voter of the North shall be equal to the white voter of the South, in shaping the policy and fixing the destiny of this country; or whether, to put it still more boldly, the white man who fought in the ranks of the Union army shall have as weighty and influential a vote in the government of the Repub lic as the white man who fought in the ranks of the rebel army.
