On September 12, 1940, International Longshoremen's Association through three locals filed with the Regional Director for the Nineteenth Region (Seattle, Washington) petitions alleging that a question affecting commerce had arisen concerning the representation of employees engaged in longshore work at the ports of Anacortes, Port Angeles, and Tacoma, Washington, respectively, and requesting an investigation and certification of representatives pursuant to Section 9 (c) of the National Labor Relations Act. On December 7, 1940, the National Labor Relations Board ordered that the cases be consolidated, ordered an investigation, and authorized the Regional Director to conduct it and to provide for an appropriate hearing upon due notice. Pursuant to notice, a hearing was held from January 9 to February 4, 1941, inclusive at Tacoma, Washington, and from February 10, to February 17, 1941, inclusive, at San Francisco, California .
