"Many people and organizations do not understand what organizational ombuds are and how they work. They want to know what value these programs really add, and they frequently express skepticism about ombuds' claim of confidentiality and how these programs can operate independently within an organization when an ombuds may be an employee of the organization. This book is a practical guide for those who have questions such as these about organizational ombuds programs and how they operate"--

This anthology brings together a selection of writings by ombudsman experts that explore various aspects of the contemporary public sector ombudsman. Originally published in International Ombudsman Institute publications, these articles illustrate the diversity of ombudsman offices around the world and underscore the elements and issues that are important to all ombudsman institutions. From its Scandinavian roots, the ombudsman model has been established worldwide and at all levels of government as a mechanism to monitor and improve government administration. The model has seen renewed interest in the past decade in democratizing countries which are reforming their governmental institutions, such as in Latin America, Central and East Europe, Africa and the Asia Pacific region. This anthology explores the essential elements of the public sector ombudsman and the emerging mandates of the ombudsman institution both in established and consolidating democracies. In particular, the role of the ombudsman in human rights protection is scrutinized from a variety of perspectives. The anthology also includes critical analyses of the extent of the jurisdiction of the public sector ombudsman, focusing on matters such as the relationship of the ombudsman with administrative tribunals and the courts. Issues surrounding the ombudsman process of investigation, recommendation and reporting are highlighted - such as administrative fairness in the ombudsman process, special investigations, public education about the office and media relations.

Parliamentary ombudsmen are appointed to investigate citizens' complaints and to provide checks on government administrative activity. In Canada, there are ten provincial and territorial ombudsmen, each with mandates over the whole of the public service within their regions. Though each ombudsman presents an annual report on his or her activities, there has been little sustained evaluation of the position's impact or its effectiveness. In this collection, contributors describe and assess the performance of the ten ombudsman offices in light of their multiple and evolving functions. Ombudsmen both investigate citizens' complaints and direct them to already-existing agencies. They sometimes educate the public about administrative processes and initiate probes of systemic issues in need of amelioration or change. An important evaluation of a little-studied institution, Provincial and Territorial Ombudsman Offices in Canada offers background and theory, case studies, and perspectives on the emerging challenges for the office in the twenty-first century.

"The Scandinavian countries, long egarded as models of democratic government, have originated a unique agency of government: a special parliamentary officer known as the ombudsman, which might be translated loosely as citizens' defender, grievance man or public watchdog. His job is to receive complaints from citizens about the way they have been treated by government officials, to investigate these complaints and, where he finds them justified, to propose a remedy. When remedial action is not taken, he can publicize the case and report on it to parliament"--pg. iv.
