Excerpt from Annual Report of the Public Utilities Commission of the District of Columbia: 1915 The act creating the Public Utilities Commission provides that the Commission shall ascertain as soon and as nearly as practicable the amount of money expended in the construction and equipment of each public utility and also the amount of money it would require to recon struct and equip each such utility. The act further provides that the Commission shall value the property of these utilities actually used and useful for the convenience of the public, at the fair value thereof at the time of said valuation.
