Investigating the employment of British aircraft against German submarines during the final years of the First World War, this new book places anti-submarine campaigns from the air in the wider history of the First World War. The Royal Naval Air Service invested heavily in aircraft of all types—aeroplanes, seaplanes, airships, and kite balloons—in order to counter the German U-boats. Under the Royal Air Force, the air campaign against U-boats continued uninterrupted. Aircraft bombed German U-boat bases in Flanders, conducted area and ‘hunting’ patrols around the coasts of Britain, and escorted merchant convoys to safety. Despite the fact that aircraft acting alone destroyed only one U-boat during the war, the overall contribution of naval aviation to foiling U-boat attacks was significant. Only five merchant vessels succumbed to submarine attack when convoyed by a combined air and surface escort during World War I. This book examines aircraft and weapons technology, aircrew training, and the aircraft production issues that shaped this campaign. Then, a close examination of anti-submarine operations—bombing, patrols, and escort—yields a significantly different judgment from existing interpretations of these operations. This study is the first to take an objective look at the writing and publication of the naval and air official histories as they told the story of naval aviation during the Great War. The author also examines the German view of aircraft effectiveness, through German actions, prisoner interrogations, official histories, and memoirs, to provide a comparative judgment. The conclusion closes with a brief narrative of post-war air anti-submarine developments and a summary of findings. Overall, the author concludes that despite the challenges of organization, training, and production the employment of aircraft against U-boats was largely successful during the Great War. U.S. strategists have become increasingly concerned that an adversary might use "antiaccess" strategies to interfere with our ability to deploy or operate military forces overseas. The authors analyzed Chinese military-doctrinal publications to see what strategies China might employ in the event of a conflict with the United States. They then assessed how these strategies might affect U.S. military operations and identified ways to reduce these effects. It appears possible that China could use antiaccess strategies to defeat the United States in a conflict--not in the sense of destroying the U.S. military but in the sense of accomplishing China's military and political objectives while preventing the United States from accomplishing all or some of its own. The United States can, however, take steps to counter such threats, including strengthening active and passive defenses at theater air bases, diversifying basing options for aircraft, and strengthening defenses against covert operative attack. In addition, the U.S. military needs to acquire or improve its capabilities in a number of areas, including ballistic and cruise missile defense, antisubmarine warfare, and minesweeping.




Navy Large Unmanned Surface and Undersea Vehicles


Book Description

The Navy wants to develop and procure three new types of unmanned vehicles (UVs) in FY2020 and beyond-Large Unmanned Surface Vehicles (LUSVs), Medium Unmanned Surface Vehicles (MUSVs), and Extra-Large Unmanned Undersea Vehicles (XLUUVs). The Navy is requesting $628.8 million in FY2020 research and development funding for these three UV programs and their enabling technologies. The Navy wants to acquire these three types of UVs (which this report refers to collectively as large UVs) as part of an effort to shift the Navy to a new fleet architecture (i.e., a new combination of ships and other platforms) that is more widely distributed than the Navy's current architecture. Compared to the current fleet architecture, this more-distributed architecture is to include proportionately fewer large surface combatants (i.e., cruisers and destroyers), proportionately more small surface combatants (i.e., frigates and Littoral Combat Ships), and the addition of significant numbers of large UVs. The Navy wants to employ accelerated acquisition strategies for procuring these large UVs, so as to get them into service more quickly. The emphasis that the Navy placed on UV programs in its FY2020 budget submission and the Navy's desire to employ accelerated acquisition strategies in acquiring these large UVs together can be viewed as an expression of the urgency that the Navy attaches to fielding large UVs for meeting future military challenges from countries such as China. The LUSV program is a proposed new start project for FY2020. The Navy wants to procure two LUSVs per year in FY2020FY2024. The Navy wants LUSVs to be low-cost, high-endurance, reconfigurable ships based on commercial ship designs, with ample capacity for carrying various modular payloads-particularly anti-surface warfare (ASuW) and strike payloads, meaning principally anti-ship and land-attack missiles. The Navy reportedly envisions LUSVs as being 200 feet to 300 feet in length and having a full load displacement of about 2,000 tons. The MUSV program began in FY2019. The Navy plans to award a contract for the first MUSV in FY2019 and wants to award a contract for the second MUSV in FY2023. The Navy wants MUSVs, like LUSVs, to be low-cost, high-endurance, reconfigurable ships that can accommodate various payloads. Initial payloads for MUSVs are to be intelligence, surveillance and reconnaissance (ISR) payloads and electronic warfare (EW) systems. The Navy defines MUSVs as having a length of between 12 meters (about 39 feet) and 50 meters (about 164 feet). The Navy wants to pursue the MUSV program as a rapid prototyping effort under what is known as Section 804 acquisition authority. The XLUUV program, also known as Orca, was established to address a Joint Emergent Operational Need (JEON). The Navy wants to procure nine XLUUVs in FY2020-FY2024. The Navy announced on February 13, 2019, that it had selected Boeing to fabricate, test, and deliver the first four Orca XLUUVs and associated support elements. On March 27, 2019, the Navy announced that the award to Boeing had been expanded to include the fifth Orca. The Navy's large UV programs pose a number of oversight issues for Congress, including issues relating to the analytical basis for the more-distributed fleet architecture; the Navy's accelerated acquisition strategies and funding method for these programs; technical, schedule, and cost risk in the programs; the proposed annual procurement rates for the programs; the industrial base implications of the programs; the personnel implications of the programs; and whether the Navy has accurately priced the work it is proposing to do in FY2020 on the programs.




Anti-Access Warfare

The book is the definitive conceptual and historical introduction to the concept of anti-access strategies. Unlike current studies, it is not simply technology focused. Nor is it primarily intended as critique of the current Air-Sea Battle concept. It combines conceptual thinking with historical examples and potential scenarios in order to identify options for future defense planning.Strategies of “anti-access,” also known as “area denial” (more recently combined into the awkward acronym “A2/AD”) are presumed to be the primary threats to the employment of U.S. military forces in overseas crises. This presumption has gradually evolved into a joint concept of “operational access.” Anti-access capabilities appear to be the current military posture of the People’s Republic of China and Islamic Republic of Iran. The study of anti-access or area denial strategies for use against American power projection capabilities has strong naval roots—which have been largely ignored by the most influential commentators. In reality, denial of access was the Soviet Navy’s operational objective during the Cold War. The first use of the actual anti-access term can be traced to a series of “anti-Navy” studies by the Office of Net Assessment designed to examine the ability of the U.S. Navy to carry out its Maritime Strategy and, later, “…From the Sea” strategic vision. Sustained long-range power projection is both a unique strength of U.S. military forces and a requirement for an activist foreign policy and forward defense. In more recent years, the logic of the anti-access approach has been identified by the Department of Defense as a threat to this U.S. capability and the joint force; countering it is one of the defense priorities identified in the President’s directions issued this past January. In addition to potential regional powers, a number of think-tanks have suggested that non-state actors, such as terrorist organizations, are developing anti-access/area denial capabilities. The book’s conclusions differ from most commentary on anti-access. Rather than a technology-driven post-Cold War phenomenon, the anti-access approach has been a routine element of grand strategy used by strategically weaker powers to confront stronger powers throughout history. But they have been largely unsuccessful when confronting a stronger maritime power. Although high technology weapons capabilities enhance the threat, they also can be used to mitigate the threat. Rather than arguing against reliance on maritime forces—presumably because they are no longer survivable—the historical analysis argues that maritime capabilities are key in “breaking the great walls.”

Today, air-to-surface vessel (ASV) radars, or more generally maritime surveillance radars, are installed on maritime reconnaissance aircraft for long-range detection, tracking and classification of surface ships (ASuW - Air to Surface Warfare) and for hunting submarines (ASW - anti-submarine warfare). Such radars were first developed in the UK during WWII as part of the response to the threat to shipping from German U-Boats. This book describes the ASV radars developed in the UK after WWII (1946-2000) and used by the RAF for long-range maritime surveillance.
