Enhancing ASEAN's Connectivity


Book Description

ASEAN has a goal to create an economic community by 2015. To achieve the goal, connectivity among the member states needs to be given due importance. In 2010, ASEAN adopted the Master Plan on ASEAN Connectivity (MPAC), which looked at physical, institutional and people-to-people connectivity. It pinned down fifteen priority projects which can potentially transform the ASEAN region, providing the conditions for a single market and production base. But MPAC is an expensive initiative, and funding remains a major challenge. The private sector needs to be actively involved as a number of infrastructure projects identified in the MPAC are lacking substantial investment. This book looks at the current state of ASEAN's physical connectivity and challenges in building better infrastructure. It contains a collection of papers that discuss specific issues pertaining to each kind of physical connectivity - transportation infrastructure, telecom connectivity, ICT and energy infrastructure. The book concludes with the steps needed to be taken for implementation of the various plans, and policy recommendations.

To help accelerate investment in infrastructure in the region, the Master Plan on ASEAN Connectivity 2025 (MPAC 2025), recommended the establishment of a rolling priority pipeline list of potential ASEAN infrastructure projects and sources of funds. With the technical assistance of the World Bank and the support of the ASEAN-Australia Development Cooperation Program Phase II (AADCP II), ASEAN has developed the Initial Pipeline of ASEAN Infrastructure Projects, which contains viable and sustainable infrastructure projects that have the potential to enhance the movement of people, services, goods, and innovations across ASEAN.

ASEAN Centrality and the ASEAN-US Economic Relationship


Book Description

The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Third ASEAN Chief Justices' Roundtable on Environment

From 15-18 November 2013, the Association of Southeast Asian Nations (ASEAN) chief justices and their designees convened in Bangkok, Thailand for their third roundtable on environment with the theme "ASEAN's Environmental Challenges and Legal Responses." Distinguished speakers and the judicial participants shared their knowledge and experiences in dealing with the region's environmental challenges, and the various means and innovations they have implemented to effectively address these challenges. The ASEAN judiciaries agreed on how they could advance regional collaboration and accelerate the implementation of "A Common Vision on Environment for ASEAN Judiciaries" (the "Jakarta Common Vision"), such as by establishing National Working Groups on Environment and an ASEAN Judiciaries Working Group on Environment, and prioritizing the attendance of their chief justices at the annual ASEAN Chief Justices' Roundtable on Environment that is supported by the Asian Development Bank.







The EU in Southeast Asian Security

This book revealingly traces the ways in which third-party perceptions of an international actor affect its agency in global affairs by using the example of the European Union’s engagement in Southeast Asian non-traditional security. Utilizing an innovative analytical framework emphasising the intersubjective nature of international actorness, it provides novel insights into cooperation between the EU and the Association of Southeast Asian Nations (ASEAN). The book covers fields such as counter-terrorism, disaster management, or maritime security affairs and emphasises the role that ASEAN’s perceptions of the EU play in them. Based on rich empirical data gained from multiple interviews in Europe and Southeast Asia, the author uncovers the missing link between external perceptions of the EU and their impact on joint EU-ASEAN endeavours in non-traditional security fields. The book concludes by making some concrete recommendations to policy-makers engaged in EU external relations and reminds us that ‘the other’ and its domestic context might be even more important in thinking about international affairs than acknowledged thus far.
