The present water report is the final product emanating from efforts by FAO, IWMI and others to document and understand the implications of the irrigation sector embarking on a wide reform process. It is intended to be a knowledge synthesis document that captures the global experiences emerging from a wide-reaching process targeting the reform of the irrigation sector. This study indicates that irrigation management transfer (IMT) is an approach for irrigation sector reform with the potential to improve the sustainability of irrigation systems. The process requires inter alia strong political commitment, negotiations among stakeholders, and long-term capacity development. Irrigation management transfer should not be seen as a process that has a clear "beginning" and "end". While the former can be more easily identified, the latter is much more difficult to determine. In fact, IMT can be the initial stage of an evolving long reform process. Moving from water problems to water solutions: research needs assessment for the eastern Gangetic Plains

The workshop organizers had previously identified three pillars that directly influence land and water resources, its policies and institutions at a regional scale. These were: (1) Availability of the resources; (2) Access to the resources; and (3) Achievements that can be obtained through the use of the resources (yields, productivity and income enhancement from these land and water resources). The two-day workshop focused on identifying appropriate research questions that would help improve the livelihoods of the rural poor in these three areas to cope with spatial and temporal variability, and scarcity, of available land and water resources, improve farmers’ access to these resources and ensure their distribution in an equitable manner, and achieve optimal productivity.




International Research on Natural Resource Management

This book is addressed to scientists, researchers, development specialists and policy makers who deal with natural resources and agriculture in the developing countries. It aims to (1) provide evidence of the impact of natural resource management research (NRMR) in the CGIAR; (2) establish a methodological foundation for impact assessments of NRMR; and (3) draw up a set of lessons for future impact assessment studies. Is ‘Social Cooperation’ for Traditional Irrigation, while ‘Technology’ is for Motor Pump Irrigation?

Based on a case study in Ethiopia, this paper shows that while farmers understand the social nature of community-managed irrigation, they share a narrow understanding of pump irrigation with policymakers as being primarily ‘technical’. They perceive pumps as liberating them from the ‘social’ limitations of traditional communal irrigation. However, the rapid expansion of pump irrigation is leading to increasing competition and conflict over limited water resources. We analyze the wider implications for Africa of this lack of visibility of the social dimension of pump irrigation, and offer suggestions for future policy and applied research to address the problem before it becomes a widespread crisis.




The State of Food and Agriculture 2020


Book Description

Intensifying water constraints threaten food security and nutrition. Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.

Developing procedures for assessment of ecological status of Indian River Basins in the context of environmental water requirements


Book Description

This report attempts to introduce a prototype scoring system for the ecological status of rivers in India and illustrate it through the applications in several major river basins. This system forms part of the desktop environmental flow assessment and is based on a number of indicators reflecting ecological condition and sensitivity of a river. The unique aspect of this study is that it interprets, for the first time, the existing ecological information for Indian rivers in the context of environmental flow assessment. The report targets government departments, research institutions and NGOs which are engaged in environmental flow management and associated policy development, and suggests some subsequent steps in environmental flow work in India.
