TRB's National Cooperative Highway Research Program (NCHRP) Report 685: Strategies to Attract and Retain a Capable Transportation Workforce includes straight-forward, implementable practices that transportation Human Resources (HR) managers and hiring professionals can use to help improve the recruitment and retention of qualified employees in their organizations. The report provides information on workforce challenges, industry strategies, and detailed descriptions of noteworthy practices within each of 15 recruitment and retention categories. Volume II: Supplemental Material is available online as an ISO image, which can be used to produce a CD-ROM. Volume II includes an introductory document summarizing the content of the supplemental materials and provides full case studies and summaries of other example practices related to the recruitment and retention practices. Links to the ISO image and instructions for burning a CD-ROM from an ISO image are provided.




Attracting, Recruiting, and Retaining Skilled Staff for Transportation System Operations and Management


Book Description

The purpose of this project was to provide transportation agencies with strategies and resources to meet their needs for attracting, recruiting, and retaining transportation system operations and management (SOM) staff. The research described herein considers the potential supply and demand for SOM skills and staffing; the actions transportation agencies may take to attract, recruit, develop, and retain skilled staff with SOM capabilities; and the tools that are available or may be developed to assist agencies in attracting and recruiting skilled staff in this area. SOM draws on the knowledge of many disciplines including, for example, traffic engineering, intelligent transportation systems, maintenance, emergency response, traffic operations, traffic safety, incident management, performance measurement, and system planning applied in a comprehensive approach to increase the efficiency and safety of the transportation system. SOM encompasses interactions among transportation modes and between the transportation system and other functions such as emergency management, public safety, and outreach. In this report, we provide information regarding the methodology, results, recommended action plans, and potential future research directions in relation to this project.




Management Training and Developmental Programs

This synthesis will be of interest to administrators, human resource managers, technical managers, and those who develop training courses for departments of transportation (DOTs). It describes the management philosophies that support the management training and development programs, such as the need for effective leadership, customer service as a primary mission, increased workforce productivity, employee involvement, teamwork for more effective results, and the need for a systems perspective by management. Major issues, including the increasing nonengineering functions within DOTs, the aging and diversity of the workforce, recruitment of entry level professionals, employee retention, and the use of contract services are discussed. This report of the Transportation Research Board examines the types of management and development training courses that are considered important by state departments of transportation, costs of training, types of participants, topics that are covered, needs for transportation-related courses vs. administrative training, and the development of courses within the DOT. Suggestions for future management training objectives are also presented.










Gender Inequalities


Book Description

Gender inequality is entrenched in the cultural, political, and market systems that operate at household, community, and national levels. Overarching global changes in access to markets, climatic conditions, and the availability of natural resources intensify disparities in income, assets, and power among genders. This book explains these gender dynamics at macro and micro levels through GIS and spatial analysis. Chapter 1 provides an overview of the current role of GIS in the context of gender inequalities, how it still exists globally despite substantial national and international measures that have been taken toward gender equality. It illustrates global and country-level maps of measures of gender inequalities, such as gender equality index, access to basic education, health and life expectancy, equality of economic opportunity, and political empowerment. The global case studies provided in the consequent chapters explore the world of gender inequalities and get directly involved with some of the GIS and mapping applications. Chapter 2 investigates how GIS can be adapted for the criminal justice response to domestic violence (DV) and to eliminate gender-based violence. Chapter 3 discusses applying GIS and spatial analysis to the prevalence and incidence mapping of intimate partner violence (IPV) and geospatial factors that influence help-seeking and resource availability. Chapter 4 discusses the spatial disparity of gender-representation across industry types in the United States. Chapter 5 explores the social and environmental injustice experienced by female migrant workers at Guiyu town, China, in the context of both environmental pollution and governance. Chapter 6 presents a social vulnerability index to identify spatial patterns of social vulnerability and gender inequalities among Mexican households. Chapter 7 presents the United States’ opioid crisis over the past two decades and analysis of mortality by gender, race, age, and urbanicity. Chapter 8 discusses the commitment to "leave no one behind" as the heart of the 2030 Agenda for Sustainable Development and identifies inequalities among women and girls by mapping multiple deprivations in Pakistan. Chapter 9 discusses the long-standing challenges in establishing gender parity in the transportation workforce in the United States. Chapter 10 presents a study that utilizes geospatial statistical tools and state-level admission data to examine gender inequalities in higher-education enrollment in Nigeria and investigates the key factors on enrollment. This book fosters engagement with the newest mapping and GIS application in contemporary issues regarding gender inequalities and nurtures recognition of how institutional global, everyday, and intimate spaces are inherently gendered, classed, raced, and sexualized. It demonstrates the spatiality of the politics of gender difference, and the contributions of GIS and spatial analysis to the struggles for equality and social justice.
