The proposed action includes a variety of structural and non-structural measures. Structural measures involve a 1 1/2 mile underground conduit and deep tunnel, temporary storage areas, one permanent impoundment, channel modifications, embankments, floodwalls, and culverts and weirs. non-structural measures are floodplain evacuation, flood proofing and continuation of the existing floodplain regulation and flood insurance programs. Construction would result in aesthetics loss, long-term adverse impacts on existing vegetation and short- and long-term impacts on aquatic ecosystems. The extended periods of inundation would temporarily affect recreational opportunities in some areas. (Author).

The Bassett Creek watershed is located with the Minneapolis-St. Paul metropolitan area and entirely within Hennepin County. Potential for flooding is expected to increase with urbanization of the watershed. The study reviews the water and related land resource problems and potential solutions to these problems. The main report is a general nontechnical presentation of the feasibility study of water and related land resources in the Bassett Creek watershed. This basic document presents a broad view of the overall study and is intended for the general reviewer. Included in the main report are plan formulation and selection procedures, divisions of project responsibilities between Federal and non-federal interests and recommendations for implementing the selected plan.
