This book examines security cooperation between Western states. Security cooperation occurs between Western (i.e. European and North American) states as a coping mechanism, as an imperfect substitute for integration. The book investigates the reasons for cooperation, what Aristotle called the ‘final cause’, as well as the material, formal, and efficient causes of cooperation. Such a causal explanation is based on a Critical Realist philosophy of social science. The book is also based on an embedded multiple-case study; the states studied are the United States, France, and Luxembourg. Within each state, the embedded subcases are three types of state security organizations: the armed forces, law enforcement, and intelligence agencies, which have rarely been compared in this way. Comparing different types of states and different types of state security organizations has allowed temporal, spatial, national, and functional variation in cooperation to be identified and theorized. The empirical evidence studied includes participant observations at the North Atlantic Treaty Organization and documents such as state policy documents, annual reports by organizations, reports by parliaments and non-governmental organizations, autobiographies, books by investigative journalists, and articles by newspapers and magazines. The book is also based on a score of elite interviews with ambassadors, diplomatic liaisons, ministerial advisors, foreign ministry officials, and military commanders. This book will be of much interest to students of security studies, intelligence studies, military studies and International Relations in general.

This open access book follows the idea that security policy must be based on strategic analysis. Defence policy and the role of the armed forces can subsequently be determined on the grounds of said analysis. More than ever, internal and external security, and developments both in the Netherlands and abroad are interconnected. The world order is shifting, the cooperation within NATO and the EU is under pressure and the Dutch armed forces are gasping for breath. What is the task of Dutch security and the defence policy? There have been growing calls in the last few years to end the devastating cuts in the defence budget and to invest more in security. The acute threats and conflicts in which the Netherlands are involved have served as a wake-up call. Seventy percent of our planet is covered by water, and even in today's world of instant communication the global community is still heavily reliant on sea-based transport. The maritime domain has always been one of NATO's key strengths, but concerns about maritime security have taken on renewed importance in recent years, and NATO has been forced to re-examine some of its fundamental assumptions about the post Cold War security environment. This book shares some of the research, debates and findings from a NATO Advanced Research Workshop (ARW); Building Trust to Enhance Maritime Security, held in Geneva, Switzerland, in November 2014. The chapters in the book deal extensively with lessons learned by NATO from a wide range of policies, operations and situations. This maritime experience has been amassed from the Atlantic and Mediterranean to the Baltic and the Black Sea, and even into the Indian Ocean, as well as from the four decades spent defending NATO allies on the high seas during the Cold War. The single most profound lesson learned over the years has concerned the importance of efficient coordination.
