Books published in the English, French, German, and Italian languages. II. The government publications of the United States and of Great Britain. III. Periodical references (including book reviews) of four or more pages in a selected list of periodicals. IV. Fugitive material, including such items as the more important publications of foreign governments (other than Great Britain), reports of various organiza tions, pamphlets, etc. The limitations of the volume are obvious. It does not index works in all languages; several fruitful fields, such as those of labor union publica cations, trade and technical journals, etc., have not been fully occupied; limitations of space and funds have kept the use of duplicate entries down to the irreducible minimum and have necessitated the use of a system of classification which presupposes some acquaintance with the field on the part of the reader; no attempt has been made to indicate the relative importance of the titles listed; errors and faulty technique are unfortunately present. Nevertheless, it is hoped that the work as a whole will prove to be serviceable. Its to entries include most of the economic titles of large or permanent value issued in 1909, and defects in arrangement and technique are incidental, not vital. The subject index and cross - references will enable the student to find the material he desires. The value of this material can best be judged by the reader. He alone knows what data are of importance to him. Possibly particular mention should be made of the fact that publications of the various states of the United States are not listed. Such listing seemed unnecessary in view of the recent establishment of a Monthly List of State Publications by the Library of Congress.
