Excerpt from Biennial Report of the North Carolina Board of Health, to the General Assembly of North Carolina, Session 1887 Sec. 4. The State Board shall have a president and secretary, who shall be treasurer, to be elected from members comprising the board. The president shall serve two years, and the score tary and treasurer six years. The secretary and treasurer shall receive such yearly compensation for his services as shall be fixed upon by the Board, but the other members of the Board shall receive no pay except that while on actual duty at meetings of the Board, or on duty during the time special investigations are being pursued, each member shall receive four dollars a day and necessary traveling expenses. These sums shall be paid by the treasurer on duly authenticated requisitions signed and approved by the president of the Board.
