Excerpt from Tenth Biennial Report of the State Board of Charities and Corrections: Of the State of California, From July 1, 1920, to June 30, 1922 An amendment of the Political Code relating to a Department of Institutions, effective July, 1921, gave administrative control and direction of state institutions which hitherto had rested with separate boards of managers, to a director of institutions. This position has been filled by Mr. Ralph T. Fisher, August 1, 1921, to April 11, 1922; Dr. John A. Reily, April 11, 1922, to September 12, 1922; Mr. E. G. Twogood, since September 12, 1922. There has been close cooperation between this board and the Director of Institutions, without overlapping. The state prisons were not included under this directorate. The function of the State Board of Charities and Corrections on inspection and report remained as before (see page 12, Sec. 3, Powers and Duties.) The work of the board in the state institutions during this biennial period has been as heretofore under the direction of the chairman of Institutions Committee.
