Excerpt from Fourth Biennial Report of the State Board of Corrections and Charities to the Legislature of Minnesota: For the Biennial Period Ending July 31, 1890 Section 1. The governor, with the advice and consent of the senate, shall appoint six (6) persons, not more than three (3) of whom shall be from the same political party, who shall con stitute a state board of corrections and charities, to serve without compensation, their traveling expenses only being de frayed by the state; two (2) of whom, as indicated by the governor upon their appointment, shall serve for one (1) year, two (2) for two (2) years, and two (2) for three (3) years; and upon the expiration of the term of each, his place, and that of his successor, shall, in like manner, be filled for the term of three (3) years. The governor shall be ex-oflicio a member of said board and the president thereof. Appointments to fill vacancies caused by death, resignation or removal before the expiration of such terms, may be made for the residue of terms in the same manner as original appointments.
