Biennial Report of the State Board of Prison Directors of the State of California, for the Forty-Sixth and Forty-Seventh Fiscal Years

Book Description

Excerpt from Biennial Report of the State Board of Prison Directors of the State of California, for the Forty-Sixth and Forty-Seventh Fiscal Years: 1894/95-1895/96 We herewith have the honor to present our biennial report, as the State Board of Prison Directors, for the two years ending June 30, 1896, together with the reports of the Wardens and Clerks of the respective prisons at San Quentin and Folsom. Two important subjects have claimed much of the time and attention of the Board: First, to keep the running expenses of the institutions under our control as low as possible, in order that the per capita for maintenance should always be at the minimum; and, second, to dis cover or formulate some plan whereby the prisoners may be so employed that they would earn enough to support themselves, and thus not be a tax upon the people of the State. Biennial Report of the State Board of Prison Directors of the State of California

Book Description

Excerpt from Biennial Report of the State Board of Prison Directors of the State of California: For the Fifty-Sixth and Fifty-Seventh Fiscal Years 1904-1905 and 1905-1906 Sir: In accordance with law, the State Board of Prison Directors beg leave to submit herewith their report for the two years ending June 30, 1906. As we have pointed out in our previous reports, the population of our prisons has been constantly increasing. We presented the matter fully to the Legislature at its last session, and as a result that body made generous appropriations for increased accommodations at both Folsom and San Quentin prisons. It would be a difficult matter to assign all the causes that produce the constant increase in the prison population, but it is natural to expect that the growth of the State Of California will be followed by an increase in the prison inmates, as such bears a proportion to the total population. In addition to this fact, California is the farthermost western State, and many who com mit crimes in the East are led to come to California believing that they can escape detection, 'or, if detected, their previous record will not count against them.
