In the aftermath of World War I, international organizations descended upon the destitute children living in the rubble of Budapest and the city became a testing ground for how the West would handle the most vulnerable residents of a former enemy state. Budapest's Children reconstructs how Budapest turned into a laboratory of transnational humanitarian intervention. Friederike Kind-Kovács explores the ways in which migration, hunger, and destitution affected children's lives, casting light on children's particular vulnerability in times of distress. Drawing on extensive archival research, Kind-Kovács reveals how Budapest's children, as iconic victims of the war's aftermath, were used to mobilize humanitarian sentiments and practices throughout Europe and the United States. With this research, Budapest's Children investigates the dynamic interplay between local Hungarian organizations, international humanitarian donors, and the child relief recipients. In tracing transnational relief encounters, Budapest's Children reveals how intertwined postwar internationalism and nationalism were and how child relief reinforced revisionist claims and global inequalities that still reverberate today.

Parliamentarization of International Governmental Organizations


Book Description

This book offers a general framework for a better understanding of the differences and similarities between the institutional rules of intergovernmental organizations that include parliamentary elements, and analyzes the role of various types of international parliamentary assemblies in the system of global governance, as well as insights into the process known as “parliamentarization of international organizations.” Firstly, it presents a case study of various types of international parliamentary assemblies, which is then used to analyze the law of particular international organizations that include parliamentary assemblies or relate to them. Secondly, the book compares two parliamentary assemblies of international organizations – the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE PA) and the Parliamentary Assembly of the Council of Europe (PACE) – in terms of structure, powers, and relations with their IGOs. It also investigates the activities of assemblies and their cooperations for the purpose to explore the positive effects of the work of international parliamentary assemblies and their potential for having an impact at the national level. Lastly, the book analyzes the tangible and desirable powers of international assemblies by comparing examples of existing international parliamentary assemblies with the UN Parliamentary Assembly project. Based on that, the author compiles a list of essential requirements and principles for effective international parliamentary assemblies.




Management Planning for Cultural Heritage

Management Planning for Cultural Heritage challenges traditional perceptions of and about the heritage planning process while also presenting a comprehensive analysis of the ever-widening field of Cultural Heritage Conservation. Historical Urban Landscape


Book Description

This book uses the Historic Urban Landscape - the most recently codified notion of international urban heritage conservation - to demonstrate why it is necessary to demarcate history from cultural heritage and what consequences the increasing popularity of the latter have on history. It also demonstrates how the history of cultural heritage can be constructed as a historical problem. First, the conceptual history of urban heritage preservation – based on the standard setting instruments of international organizations – reveals the fundamental elements of the current concept of urban heritage. Second, this concept, as worded in the HUL approach, is investigated through the analysis of Vienna, which played a crucial role in the establishment of HUL. These examples are used to to show how the evolution of cultural heritage can be constructed as a historical problem.

Democracy, sustainability and social justice: the leading role that higher education must play in maintaining these three principles This publication, Higher education leadership for democracy, sustainability and social justice, arises from the global forum that the Council of Europe, the International Consortium for Higher Education, Civic Responsibility and Democracy, the Organization of American States and the International Association of Universities organised at Dublin City University in June 2022. It also arises from the challenges of Covid-19, which both highlighted and contributed to the fragility of democracy, with the increasing erosion of democratic participation, the deepening of extreme inequities, the strengthening of identity and nationalistic politics and the promotion of populist anti-intellectualism, involving attacks on science and knowledge itself. In this book, authors from Europe, the United States and Latin America argue that democracy, sustainability and social justice are inextricably linked, and that we can impact none of them unless higher education plays an important role in identifying the issues and helping society devise a viable and robust response. The book argues that higher education must do more than develop and disseminate knowledge and understanding. Higher education must influence the way individuals and societies behave. Higher education must lead. The importance of this leadership is illustrated by the inclusion of the Dublin Global Forum in the programme of the Irish Presidency of the Committee of Ministers of the Council of Europe and will be borne out by the positions and actions of the higher education community.
