Excerpt from The Budget of the United States Government: For the Fiscal Year Ending June 30, 1963 The act of June 6, 1958 (public Law 85 - 451) permitted the District to borrow funds up to $75 million to finance capital improvements in the general fund. Through 1962, the District has been authorized to borrow million highway fund of this amount. The estimates for 1963 include a request for the remaining balance of million. The same act authorized a Federal payment to the District of $32 million, which is the amount requested in this budget.
