Book Description

The primary purpose of this document is to set forth the guidelines and parameters which Mutual Aid participants must utilize while operating under the authority of the Mutual Aid Compact. Each individual agency is responsible for deciding whether their agency will respond to a request for Mutual Aid where their departmental policies conflict with the policies and guidelines established for controlling the disorder. These policies and guidelines are designed to assist management and tactical operation personnel in smoothly coordinating and carrying out their functions within the scope of the Mutual Aid Compact. All agencies responding will adhere to the established policies of the Mutual Aid Compact and any additional policies adopted during the operation. The basic policies set forth in controlling the use of Mutual Aid forces during a civil disorder shall not restrict the individual judgment and discretion of any field personnel engaged in a confrontation where the need arises for immediate action and where their action may be contrary in any degree to the established policy.
