Canada's National Action Program on Climate Change (NAPCC) was designed to work towards stablilizing greenhouse gas emissions at 1990 levels by the year 2000. The Voluntary Challenge and Registry (VCR) is a key element of this program. It invites Canadian companies and organizations to limit net greenhouse gas emissions, on a voluntary basis, by developing and implementing individual action plans. Its role is to recruit participants and to record and report on their actions, commitments and achievements. This progress report describes VCR accomplishments of the past year, the strategy and results for this year, and outlines the strategy for the coming year. It includes a list of participants.

This Action plan represents the first attempt by the Government of Canada to estimate total greenhouse gas emissions from its operations. While it covers the major sources of such emissions, better data is required to enable coverage of all sources and types of greenhouse gas emissions in future plans. Guidelines are developed to ensure the annual inclusion, in existing and planned departmental reporting mechanisms, of consistent information on energy use and other sources of greenhouse gas emissions and on actions being taken to reduce them.
