CAREC Transport Strategy 2030


Book Description

The Central Asia Regional Economic Cooperation (CAREC) Transport Strategy 2030 builds on progress made and lessons learned from the CAREC Transport and Trade Facilitation Strategy 2020. It separates trade facilitation from transport and links to the overall CAREC 2030 program in the areas of enhanced connectivity and sustainability. This strategy underscores increasing sustainability and network quality alongside continued construction and rehabilitation of transport corridors, and places more emphasis on multimodal connectivity, road asset management, road safety, and performance-based maintenance goals. The CAREC Transport Strategy 2030 will be implemented in conjunction with the CAREC Integrated Trade Agenda 2030.







CAREC Gender Strategy 2030

Central Asia Regional Economic Cooperation (CAREC) countries face several common challenges in improving the quality of lives of women, and the coronavirus disease pandemic has exacerbated existing inequalities. The CAREC Gender Strategy 2030 complements national plans for gender mainstreaming. It provides a regional approach for pursuing gender equality, women’s empowerment, harnessed potential, and strengthened capacity for equal access of women and men to economic opportunities from CAREC investments. Under the overall CAREC 2030 strategy and aligned sector strategies, the gender strategy provides strategic directions and key entry points that will serve as a roadmap to mainstream gender in the CAREC operational clusters.




CAREC Tourism Strategy 2030

The Central Asia Regional Economic Cooperation (CAREC) Tourism Strategy 2030 sets out the long-term vision, objectives, programs, and targets to promote sustainable, safe, and inclusive tourism development in the region and enhance its attraction as a competitive tourism destination globally. It builds upon countries’ efforts to develop their tourism sectors as well as existing initiatives being implemented by development partners. It adopts a holistic approach, covering five strategic pillars: connectivity and infrastructure, quality and standards, skills development, marketing and branding, and market intelligence. The strategy also mainstreams six cross-cutting themes: health, safety, and security; digitalization; gender equality; environmental sustainability; private sector participation; and universal access to tourism services.

GMS Transport Sector Strategy 2030

This new strategy for transport development in the Greater Mekong Subregion (GMS) consists of a strategic framework covering 2018–2030 and a set of performance indicators initially covering 2018–2022. It is mainly a strategic document providing a common framework for GMS cooperation in the transport sector. Cooperation in the transport sector has been at the core of the GMS Economic Cooperation Program since its inception in 1992. The main thrust of the program was eliminating the barriers to cooperation, and the significant lack of connectivity was a critical constraint on economic relations among the GMS countries.

Compendium of Best Practices in Road Asset Management

The objective of road asset management is generally to optimize economic benefits by minimizing maintenance costs and road user costs. This compendium presents the best practices for the introduction and development of road asset management based on a desktop review of the experiences in the 11 member countries of the Central Asia Regional Economic Cooperation (CAREC) Program. These best practices reflect common problems the different CAREC member countries face, and the most successful solutions in the development of road asset management applied by CAREC and non-CAREC countries. This compendium also provides a general introduction to the concept of road asset management and presents an overview of the status of road asset management in each CAREC country.




Central Asia Regional Economic Cooperation Corridor Performance Measurement and Monitoring

This report describes how Central Asia Regional Economic Cooperation (CAREC) corridor performance measurement and monitoring (CPMM) helps to achieve the objectives of the CAREC Transport and Trade Facilitation Strategy and its Implementation Action Plan. It presents the CPMM methodology and discusses the roles and responsibilities of key stakeholders, especially the private sector. It highlights ongoing efforts to provide accurate and reliable indicators despite the challenges of measuring corridor performance in the CAREC context. The extensive depth of data collected and the richness of information that CPMM has been providing since 2009 supports detailed policy analysis and formulation. Trade facilitation indicators have been developed to inform CAREC's Development Effectiveness Review. These indicators provide a basis of comparison or benchmarking of one location (border crossing point or corridor segment) against another in terms of (i) the efficiency of border management agency policies and procedures in regulating trade, (ii) infrastructure quality, and, in due course, (iii) the quality and performance of trade logistics service providers. The four indicators include the standard measures of time and cost as the main components. Selected corridor performance data are then analyzed to identify the physical and non-physical barriers to trade and transit traffic encountered at specific locations, helping to pinpoint the causes of excessive delays and costs. With this study, ADB underscores the value of CPMM for CAREC countries (and for countries participating in other subregional programs) as they craft policies and consider investments to facilitate trade.
