Time, too, was not available to make a study of the war-time conditions such as those for example at Rantoul which have altered materially the regular course of events. To the casual reader our conclusions and recommendations may seem to be platitudinous. But as a matter of fact, they are even somewhat revolutionizing. And yet they do not call for a radical change in organization and administration. Local control is maintained and the County Superintendent of Schools with the assistance of a county board of education is responsible for the inauguration of all such changes as local authority may initiate.
