This book analyzes the issues surrounding civilian national service policy from a fresh and original perspective. The author connects national service programs to the political theories of civic republicanism and communitarianism, assesses the practical consequences of these theories, and examines past youth service programs such as the CCC and Peace Corps to see if they are appropriate models or ideals for a national program. Gorham engages the issue of compulsory versus voluntary service and questions whether service tasks can instill a sense of "citizenship" in young people, as defenders of the program claim. Using the work of Michel Foucault, Charles Taylor, Carole Pateman, and others, he suggests that national service, as presently planned, will not create the "citizen" so much as a post-industrial and gendered subject. In the concluding chapters, he presents an argument for a democratic national service and offers an alternative program for policymakers to consider.

At the nexus of political science, development studies, and public policy, Developing States, Shaping Citizenship analyzes an overlooked driver of political behavior: citizens’ past experience with the government through service provision. Using evidence from Zambia, this book demonstrates that the quality of citizens’ interactions with the government through service provision sends them important signals about what they can hope to gain from political action. These interactions influence not only formal political behaviors like voting, but also collective behavior, political engagement, and subversive behaviors like tax evasion. Lack of capacity for service delivery not only undermines economic growth and human development, but also citizens’ confidence in the responsiveness of the political system. Absent this confidence, citizens are much less likely to participate in democratic processes, express their preferences, or comply with state revenue collection. Economic development and political development in low-capacity states, Hern argues, are concurrent processes. Erin Accampo Hern draws on original data from an original large-N survey, interviews, Afrobarometer data, and archival materials collected over 12 months in Zambia. The theory underlying this book’s framework is that of policy feedback, which argues that policies, once in place, influence the subsequent political participation of the affected population. This theory has predominantly been applied to advanced industrial democracies, and this book is the first explicit effort to adapt the theory to the developing country context.

Fighting for Citizenship


Book Description

In Fighting for Citizenship, Brian Taylor complicates existing interpretations of why black men fought in the Civil War. Civil War–era African Americans recognized the urgency of a core political concern: how best to use the opportunity presented by this conflict over slavery to win abolition and secure enduring black rights, goals that had eluded earlier generations of black veterans. Some, like Frederick Douglass, urged immediate enlistment to support the cause of emancipation, hoping that a Northern victory would bring about the end of slavery. But others counseled patience and negotiation, drawing on a historical memory of unfulfilled promises for black military service in previous American wars and encouraging black men to leverage their position to demand abolition and equal citizenship. In doing this, they also began redefining what it meant to be a black man who fights for the United States. These debates over African Americans' enlistment expose a formative moment in the development of American citizenship: black Northerners' key demand was that military service earn full American citizenship, a term that had no precise definition prior to the Fourteenth Amendment. In articulating this demand, Taylor argues, black Northerners participated in the remaking of American citizenship itself—unquestionably one of the war's most important results.
