The book is presented as an Atlas where the map plays a fundamental role in the study of quality of life, as it shows its progression in Argentina from the 19th to the 21st Century. In the book, it can be observed how the concept has evolved along with the dimensions and variables that better represent its spatial distribution. This is one of the original points of the book: the temporal study of the living conditions of the argentine population, empirically and spatially, emphasizing their territorial representation. Although the book maintains the same socioeconomic dimensions (education, health and housing), the tour through the different chapters offers a historical window that allows the reader to know what the forms of information collection were like in different historical moments. This book is written for geographers and members of the scientific community interested in the study of the well-being of the population. Argentina’s path to economic prosperity is through efficient, sustainable and economically thriving cities. Not only are cities a spatial concentration of people, but also they generate agglomeration economies by concentrating ideas, talent, and knowledge. Argentina is one of the most urbanized countries in Latin America, with 90 percent of Argentine people currently living in cities. Argentina’s cities are geographically and economically diverse, and its largest urban area †“ Metropolitan Buenos Aires †“ is one of Latin America’s urban giants. Argentine cities need to address three main challenges to leverage their economic potential. Argentina’s current patterns of urban development are characterized by (a) high primacy and unbalanced regional development, (b) limited global economic footprint of urban economies, with employment concentrated in nontradable and resource intensive sectors, and (c) unplanned low-density urban expansion. Argentine cities thus face the challenges of moving toward a more balanced regional development, transitioning from local to global cities, and from urban sprawl to articulated densities to take full advantage of the benefits of agglomeration economies. To address these challenges, Argentina needs the leadership of the federal government; the coordinating power of provinces; and the capacity of empowered, financially sound municipalities. Argentine cities also need system-wide policy reforms in areas such as territorial planning, municipal finance, housing, urban transport, and local economic development. Leveraging the Potential of Argentine Cities: A Framework for Policy Action aims to deepen our empirical understanding of the interplay between urbanization and agglomeration economies in Argentina by asking the following: (a) What are the main trends and spatial patterns of Argentina’s urbanization that underlie agglomeration economies?, (b) Are urban policies leveraging or undermining the benefits of agglomeration economies?, and (c) Are Argentine cities fully reaping the benefits of agglomeration economies to deliver improvements in prosperity and livability? By addressing such questions and exploring their implications for action, this study provides a conceptual framework, empirical data, and strategic directions for leveraging the potential of Argentine cities.

Thirty Years of the HIV/AIDS Epidemic in Argentina


Book Description

The 1992 creation of the National HIV/AIDS Program was a fundamental step for Argentina to reach the second lowest burden of HIV/AIDS in South America. From 2000 to 2010, Argentina further reduced the already low HIV/AIDS incidence of 15.9 per 100,000 by 25 percent and reduced the burden by 21 percent. This study analyzes the national and inter-provincial burden of disease, the demographics of new HIV cases, the demand and supply-sides of service delivery, and conducts a cost-benefit analysis of the National HIV/AIDS Program over the last decade. Though the National HIV/AIDS Program was an instrumental step towards these achievements, this book also examines other key programmatic innovations that have been essential to the country's success in the fight against HIV/AIDS, including the introduction of universal free antiretroviral treatment; a comprehensive legal framework for sexual and reproductive rights; the introduction of incentives and results-based financing in the HIV/AIDS program; electronic monitoring of supplies and medicines; and implementation of an electronic clinical governance system for improving the quality of care and patient follow-up, among others. Despite high costs of the Program, this study found the Argentine National HIV/AIDS Program is cost-beneficial. From 2000 to 2010, 4,379 potential lives were saved. Nonetheless, the fight against this epidemic poses continuous challenges, including a stubbornly high number of new infections among young men who have sex with men, inequalities in HIV/AIDS rates between provinces, insufficient coverage of HIV diagnostic testing, insufficient HIV testing of tuberculosis patients, low expenditure on HIV prevention, high comparative cost of antiretroviral treatment, and questions regarding the long-term financial sustainability of the AIDS program, considering the increasing number of patients in treatment. 'Thirty Years of the HIV/AIDS Epidemic in Argentina: An Assessment of the National Health Response' delves into the combination of factors that make Argentina a success story in combating HIV/AIDS.
