Paleoindians first arrived in Texas more than eleven thousand years ago, although relatively few sites of such early peoples have been discovered. Texas has a substantial post-Paleoindian record, however, and there are more than fifty thousand prehistoric archaeological sites identified across the state. This comprehensive volume explores in detail the varied experience of native peoples who lived on this land in prehistoric times. Chapters on each of the regions offer cutting-edge research, the culmination of years of work by dozens of the most knowledgeable experts. Based on the archaeological record, the discussion of the earliest inhabitants includes a reclassification of all known Paleoindian projectile point types and establishes a chronology for the various occupations. The archaeological data from across the state of Texas also allow authors to trace technological changes over time, the development of intensive fishing and shellfish collecting, funerary customs and the belief systems they represented, long-term changes in settlement mobility and character, landscape use, and the eventual development of agricultural societies. The studies bring the prehistory of Texas Indians all the way up through the Late Prehistoric period (ca. a.d. 700–1600). Flooding is the natural hazard with the greatest economic and social impact in the United States, and these impacts are becoming more severe over time. Catastrophic flooding from recent hurricanes, including Superstorm Sandy in New York (2012) and Hurricane Harvey in Houston (2017), caused billions of dollars in property damage, adversely affected millions of people, and damaged the economic well-being of major metropolitan areas. Flooding takes a heavy toll even in years without a named storm or event. Major freshwater flood events from 2004 to 2014 cost an average of $9 billion in direct damage and 71 lives annually. These figures do not include the cumulative costs of frequent, small floods, which can be similar to those of infrequent extreme floods. Framing the Challenge of Urban Flooding in the United States contributes to existing knowledge by examining real-world examples in specific metropolitan areas. This report identifies commonalities and variances among the case study metropolitan areas in terms of causes, adverse impacts, unexpected problems in recovery, or effective mitigation strategies, as well as key themes of urban flooding. It also relates, as appropriate, causes and actions of urban flooding to existing federal resources or policies.

The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
