Navigating Climate Resiliency

The City of Boston, Massachusetts is vulnerable to coastal flooding and rising sea levels. Tidelands that have historically been filled-in to foster economic growth and prosperity are increasingly at risk as information on climate change continues to evolve. Recent studies have increased both awareness and regulations for development and redevelopment along high-risk coastal floodplains. Most notably, the City of Boston’s Climate Ready Boston report has identified comprehensive planning efforts in Boston’s highest-risk neighborhoods, which serve as the benchmark for Boston’s planners, architects, and developers. Climate Ready Boston is one of many reports that have framed the discussion of climate resiliency and building for the City’s future. Private developers must navigate increased scrutiny and permitting hurdles to execute large scale developments in vulnerable areas. This paper analyzes the growing issue at hand and the impact it has on both the City of Boston and the private sector. The analysis first looks at the risks Boston faces through the lens of Climate Ready Boston, associated initiatives and the stakeholders involved with pushing forward resiliency policy. The paper then explores the unique impact that coastal resiliency has on the permitting process in Boston and its implications for the private sector. A case study approach is then used to assess the current application of these plans and policies for two different locations in South Boston. Finally, the paper evaluates the ongoing challenges and possible policy changes to guide the development of future resiliency infrastructure.




Climate Ready Boston?

As a leader in municipal climate change adaptation, the City of Boston has recently updated its climate projections, completed a climate vulnerability assessment, and identified several resilience initiatives. To understand whether these initiatives are leading to a less vulnerable, more resilient Boston, I offer a set of indicators the City can use to start monitoring and evaluating its adaptation efforts. To create these indicators, I analyzed Boston's vulnerability assessment and resilience plans to understand the types of hazards, risks, and actions the City intends to emphasize. I also interviewed the authors of six recently published indicator frameworks for urban resilience developed by other cities, federal agencies, and nongovernmental groups. I combine the results of these inquiries into an explicit set of 20 indicators that Boston can use with its 2018 Climate Action Plan (CAP), and update regularly thereafter. For each indicator, I identify a specific proxy metric and data source and include details on data collection, available scales, and limitations. Because many of my indicators are high-level and citywide, I also include sub-metrics that the City may use for a more in-depth analysis on the impacts of preparedness actions. Finally, I present several key findings for Boston and other cities thinking about creating, publishing, and maintaining their own set of indicators. In addition to helping the city government monitor its efforts, the indicators I provide can be used by Boston citizens to hold elected and appointed officials accountable for their promises to create a more resilient city. Boston has taken a leadership role on climate change issues by positioning itself to be among the first cities (in the U.S. and internationally) to publish a monitoring and evaluation framework it will use to track the success of its adaptation efforts.




The Role of Open Government Data in Boston's Climate Adaptation Process

This thesis asks the question, what is the role of open government data? Has the open aspect of open government data democratized participation to create more insightful, just, equitable, and inclusive action or research? Studying open government data use is important because more efforts can be made to replicate successes and bridge gaps between reality and perceived benefits. To examine this question, this thesis uses Boston, Massachusetts as a case study. The City of Boston is a leader in municipal climate adaptation, and has worked with a diverse set of private, public, non-governmental, and academic actors to create and implement resilience initiatives for their climate adaptation plan Climate Ready Boston. Boston's open data initiative and its context in the broader national open government data environment hints at potential influence of open government data on Climate Ready Boston. In this thesis, I study traces of open government data in Climate Ready Boston's ecosystem of actors to understand the role of open government data in climate adaptation. Two network maps were produced to identify the relationships and information exchanges in an attempt to trace the role and presence of open data. The results suggest current minimal usage of open government data in Climate Ready Boston, and that Boston climate adaptation could benefit from increased collaboration between academic institutions and local nonprofit organizations to create valuable insights from open government data..
