Recientemente, muchos observadores de políticas y prácticas de cohesión social han discutido que la globalización ha promovido la convergencia global hacia modelos neo-liberales en este campo. Similarmente, estudiosos y practicionarios de la política regional han contenido que las políticas sociales de Europa representan las "mejores prácticas" a nivel global y por ello han sido promovidas en otras regiones del mundo (por ejemplo en las recientes cumbres UE-Latinoamérica sobre cohesión social), lo que lleva también a la convergencia en la elaboración de la política. Este libro cuestiona estas afirmaciones y se pregunta si distintos enfoques regionales a la cohesión social son todavía pertinentes. El análisis trans-regional comparativo presentado en este volumen está basado en el examen de la competencia entre actores (poder), el papel de la historia y tradiciones sociales (tiempo) y la importancia de límites geográficos a la cohesión social (espacio).

This monograph offers the first systematic overview of the protection of human rights in trade agreements in the Americas. Traditionally, trade agreements in the Americas were concerned with economic questions and paid little attention to human rights. However, in the wake of the 'new regionalism', which emerged at the end of the last century, more clauses addressing social issues such as labour rights and environmental standards were inserted in trade agreements. As economic integration increased, a framework for the protection of human rights evolved. This book argues that this framework allows for human rights protection on a transnational level, while constructing regional identities. Looking at the four key regional integration processes, namely the Caribbean Community, the Central American Integration System, the Andean Community of Nations and the Southern Common Market, and also at the North American Free Trade Agreement, it shows how the integration process has reached a considerable degree of consolidation. The book is organized around four sections. The first section is an introduction to the problem of defining the scope and foundations of the development of moral personality and social engagement, in particular, the development of civic and ethical attitudes and prosocial behavior. The second section presents a comparative analysis of education policies in Mexico, Chile and Colombia, in particular the way the curricula of civic and citizenship education is designed and implemented. The section also describes and analyzes the way this subject is taught in the classrooms of the primary, secondary and high school levels in the three countries.
