In August 1972, Newsweek proclaimed that “the person in Washington who has done the most for the women’s movement may be Richard Nixon.” Today, opinions of the Nixon administration are strongly colored by foreign policy successes and the Watergate debacle. Its accomplishments in advancing the role of women in government have been largely forgotten. Based on the “A Few Good Women” oral history project at the Penn State University Libraries, A Matter of Simple Justice illuminates the administration’s groundbreaking efforts to expand the role of women—and the long-term consequences for women in the American workplace. At the forefront of these efforts was Barbara Hackman Franklin, a staff assistant to the president who was hired to recruit more women into the upper levels of the federal government. Franklin, at the direction of President Nixon, White House counselor Robert Finch, and personnel director Fred Malek, became the administration’s de facto spokesperson on women’s issues. She helped bring more than one hundred women into executive positions in the government and created a talent bank of more than a thousand names of qualified women. The Nixon administration expanded the numbers of women on presidential commissions and boards, changed civil service rules to open thousands more federal jobs to women, and expanded enforcement of antidiscrimination laws to include gender discrimination. Also during this time, Congress approved the Equal Rights Amendment and Nixon signed Title IX of the Education Amendments into law. The story of Barbara Hackman Franklin and those “few good women” shows how the advances that were made in this time by a Republican presidency both reflected the national debate over the role of women in society and took major steps toward equality in the workplace for women.

A Forgotten Migration


Book Description

A Forgotten Migration tells the little-known story of "segregation scholarships" awarded by states in the US South to Black students seeking graduate education in the pre–Brown v. Board of Education era. Under the Plessy v. Ferguson decision, decades earlier, southern states could provide graduate opportunities for African Americans by creating separate but equal graduate programs at tax-supported Black colleges or by admitting Black students to historically white institutions. Most did neither and instead paid to send Black students out of state for graduate education. Crystal R. Sanders examines Black graduate students who relocated to the North, Midwest, and West to continue their education with segregation scholarships, revealing the many challenges they faced along the way. Students that entered out-of-state programs endured long and tedious travel, financial hardship, racial discrimination, isolation, and homesickness. With the passage of Brown in 1954, segregation scholarships began to wane, but the integration of graduate programs at southern public universities was slow. In telling this story, Sanders demonstrates how white efforts to preserve segregation led to the underfunding of public Black colleges, furthering racial inequality in American higher education.

A comprehensive history of the women architects who left their enduring mark on American Modernism In the decades preceding World War II, professional architecture schools enrolled increasing numbers of women, but career success did not come easily. Women Architects at Work tells the stories of the resilient and resourceful women who surmounted barriers of sexism, racism, and classism to take on crucial roles in the establishment and growth of Modernism across the United States. Mary Anne Hunting and Kevin D. Murphy describe how the Cambridge School of Architecture and Landscape Architecture in Massachusetts evolved for the professional education of women between 1916 and 1942. While alumnae such as Eleanor Agnes Raymond, Victorine du Pont Homsey, and Sarah Pillsbury Harkness achieved some notoriety, others like Elizabeth-Ann Campbell Knapp and Louisa Vaughan Conrad have been largely absent from histories of Modernism. Hunting and Murphy describe how these innovative practitioners capitalized on social, educational, and professional ties to achieve success and used architecture to address social concerns, including how modernist ideas could engage with community and the environment. Some joined women-led architectural firms while others partnered with men or contributed to Modernism as retailers of household furnishings, writers and educators, photographers and designers, or fine artists.
