Congress responded to the attacks of Sept. 11, 2001, with dramatic funding increases to combat terrorism. Even before these attacks, Congress was concerned about increased funding in this area, and based on findings from a 1997 GAO report, mandated that the OMB report annually on funding to combat terrorism.
