Comentarios a la Ley reguladora de la responsabilidad penal de los menores

La responsabilidad penal de los menores constituye una de las cuestiones más actuales y polémicas en la sociedad actual. La Ley Orgánica 5/2000, de 12 de enero, reguladora de la Responsabilidad Penal de los Menores, inspirada en los principios contenidos en los documentos dictados por diversos organismos internacionales (singularmente la ONU y el Consejo de Europa) sobre la materia, pretendió dar una respuesta al fenómeno de la delincuencia de menores y jóvenes; si bien, estos principios han quedado un tanto diluidos con las sucesivas reformas operadas en la misma, siendo la última la reciente y decisiva LO 8/2006, de 4 de diciembre. Los presentes Comentarios tienen como objetivo contribuir a una aplicación razonable de la Ley, tras sus sucesivas reformas. Sus autores, profesores de Derecho Penal en la Universidad Autónoma de Madrid, realizan en la obra una extensa exégesis de cada uno de los preceptos, aderezada con concordancias legales, abundantes citas doctrinales a pie de página y múltiples referencias a las resoluciones judiciales emanadas de los Tribunales Constitucional y Supremo (cuando existen) y, fundamentalmente, de los Juzgados de Menores y de las Audiencias Provinciales al resolver los recursos interpuestos contra aquéllas. How Tobacco Smoke Causes Disease

This report considers the biological and behavioral mechanisms that may underlie the pathogenicity of tobacco smoke. Many Surgeon General's reports have considered research findings on mechanisms in assessing the biological plausibility of associations observed in epidemiologic studies. Mechanisms of disease are important because they may provide plausibility, which is one of the guideline criteria for assessing evidence on causation. This report specifically reviews the evidence on the potential mechanisms by which smoking causes diseases and considers whether a mechanism is likely to be operative in the production of human disease by tobacco smoke. This evidence is relevant to understanding how smoking causes disease, to identifying those who may be particularly susceptible, and to assessing the potential risks of tobacco products.
