This is a guide to reform in the public sector derived from the research and training supported by the Commonwealth Secretariat. It thus draws on experience from the 54 member countries, large and small, developing and industrialised. The first section - setting the scene, looks at topics such as streamlining government, and lessons for future programmes. The second section examines the concept of good governance, including topics such as responsibilities and roles, a public service code of conduct and the elimination of corruption. The third section looks at sovereignty and security, whilst the final part is concerned with structures and systems.
