News Framing Effects is a guide to framing effects theory, one of the most prominent theories in media and communication science. Rooted in both psychology and sociology, framing effects theory describes the ability of news media to influence people’s attitudes and behaviors by subtle changes to how they report on an issue. The book gives expert commentary on this complex theoretical notion alongside practical instruction on how to apply it to research. The book’s structure mirrors the steps a scholar might take to design a framing study. The first chapter establishes a working definition of news framing effects theory. The following chapters focus on how to identify the independent variable (i.e., the "news frame") and the dependent variable (i.e., the "framing effect"). The book then considers the potential limits or enhancements of the proposed effects (i.e., the "moderators") and how framing effects might emerge (i.e., the "mediators"). Finally, it asks how strong these effects are likely to be. Framing War

Most research on framing has focused on media and elite frames: the ways that the mass media and politicians present information about issues and events to the public. Until now, the process by which citizens’ opinions may affect the initial frame-building process has been largely ignored. The two-way flow of influence between public opinion and decision-makers has been analyzed more from a top-down than a bottom-up perspective. Olmastroni addresses this issue by introducing a cyclical model of framing. Additionally, most empirical studies on media framing have centered on the United States. Olmastroni’s text seeks to overcome this limitation of prior research by examining different types of framing in three different countries. Framing War uses the recent war on Iraq as a case study, focusing on the elite and media framing of this event in order to examine the interaction between the political elite and the mass public in three Western democracies—France, Italy, and the US—during the early and on-going stages of the military crisis. The book analyzes whether and, potentially, the extent to which decision-makers tracked and responded to public opinion in presenting their foreign policy choices. It examines the strategies and approaches that governments potentially adopted to influence public opinion towards either the need for or the lack of need for a military intervention. By representing the framing paradigm as a cycle, Olmastroni shows how each actor within the system (i.e., government and other elites, news media, and public opinion) is linked to the others and contributes to the final representation of an issue. In contrast with other theoretical perspectives of framing, this book states that the framing influence does not only proceed from the government to the public, but it often moves at the same level of the system, with each actor playing different roles. Framing Immigrants

While undocumented immigration is controversial, the general public is largely unfamiliar with the particulars of immigration policy. Given that public opinion on the topic is malleable, to what extent do mass media shape the public debate on immigration? In Framing Immigrants, political scientists Chris Haynes, Jennifer Merolla, and Karthick Ramakrishnan explore how conservative, liberal, and mainstream news outlets frame and discuss undocumented immigrants. Drawing from original voter surveys, they show that how the media frames immigration has significant consequences for public opinion and has implications for the passage of new immigration policies. The authors analyze media coverage of several key immigration policy issues—including mass deportations, comprehensive immigration reform, and measures focused on immigrant children, such as the DREAM Act—to chart how news sources across the ideological spectrum produce specific “frames” for the immigration debate. In the past few years, liberal and mainstream outlets have tended to frame immigrants lacking legal status as “undocumented” (rather than “illegal”) and to approach the topic of legalization through human-interest stories, often mentioning children. Conservative outlets, on the other hand, tend to discuss legalization using impersonal statistics and invoking the rule of law. Yet, regardless of the media’s ideological positions, the authors’ surveys show that “negative” frames more strongly influence public support for different immigration policies than do positive frames. For instance, survey participants who were exposed to language portraying immigrants as law-breakers seeking “amnesty” tended to oppose legalization measures. At the same time, support for legalization was higher when participants were exposed to language referring to immigrants living in the United States for a decade or more. Framing Immigrants shows that despite heated debates on immigration across the political aisle, the general public has yet to form a consistent position on undocumented immigrants. By analyzing how the media influences public opinion, this book provides a valuable resource for immigration advocates, policymakers, and researchers.




Does the Media Send Mixed Messages?

- Based upon the work of John Zaller, the way people receive information can at least temporarily affect their opinions. Considering that most people get at least some of their information from broadcast/print news outlets, the way in which those organizations present, or frame, the information is incredibly important. The news media can activate predispositions by how they provide and/or do not provide information. This in turn can affect how the public feels about a news topic. This dissertation builds upon the work of Zaller, Druckman, Kahn and Kenney, and other leading researchers to show that different media sources use different framing techniques in their coverage of news events. Whereas previous studies into competitive framing have concentrated primarily upon political campaigns, this dissertation analyzes how the media uses various framing techniques in covering an issue. The analysis concentrates on the broadcast/print news media coverage of President Bush's "60 Stops in 60 Days" tour to promote his Social Security initiative during the spring of 2005. The analysis of competitive framing within the "Length", "Placement", "Frame Strength", and "Tone" variables is included. In a more traditional study, Length and Placement might be thought of as "agenda setting" rather than as framing variables; however, the fact that this study is on a major Presidential initiative means that the news media is expected to cover the issue. How much they cover it and where they place the coverage is a result of their own gate-keepers' perceptions of the importance level, or weight, relative to other stories. The interest here is with the actual content of media coverage. Specifically, this study examines whether or not there is variation in the way a political topic is framed within various news outlets. That is, in framing political issues, do various news outlets engage in "competitive framing."

Framing Democracy

The past thirty years have seen a surge of empirical research into political decision making and the influence of framing effects--the phenomenon that occurs when different but equivalent presentations of a decision problem elicit different judgments or preferences. During the same period, political philosophers have become increasingly interested in democratic theory, particularly in deliberative theories of democracy. Unfortunately, the empirical and philosophical studies of democracy have largely proceeded in isolation from each other. As a result, philosophical treatments of democracy have overlooked recent developments in psychology, while the empirical study of framing effects has ignored much contemporary work in political philosophy. In Framing Democracy, Jamie Terence Kelly bridges this divide by explaining the relevance of framing effects for normative theories of democracy. Employing a behavioral approach, Kelly argues for rejecting the rational actor model of decision making and replacing it with an understanding of choice imported from psychology and social science. After surveying the wide array of theories that go under the name of democratic theory, he argues that a behavioral approach enables a focus on three important concerns: moral reasons for endorsing democracy, feasibility considerations governing particular theories, and implications for institutional design. Finally, Kelly assesses a number of methods for addressing framing effects, including proposals to increase the amount of political speech, mechanisms designed to insulate democratic outcomes from flawed decision making, and programs of public education.
