The rulings express the views of the Commission on informal inquiries involving special facts or requiring an interpretation and construction of the law, ' and are to be regarded as precedents governing similar cases. This bulletin contains all the rulings promulgated by the Commis sion Since it adopted the practice of publishing them, and takes the place of previous bulletins. It will be observed that in the light of a wider knowledge of the subjects involved some of the rulings have been withdrawn, while others have been modified and restated in later rulings. In such in stances the text of the original ruling has been omitted, while the title and number have been retained with annotations directing at tention to the development of the principle in the subsequent ruling.
