"Dear Sir: "On the 15th inst. representatives of the Peoples Gas & Electric Company of Oswego appeared before the department in Albany for the purpose of protesting against the granting of certain understood proposed water privileges to the Skenandoah Mill Site in the reconstruction of the Barge Canal through the city of Oswego. The grounds of our protest, among others, are the following: "We understand that the plans for the reconstruction of the Barge Canal through the City of Oswego materially change the canal of the 10 Testimony of Roy F. Whitney, Recalled--Redirect g Oswego Canal Company above the location of the proposed head gates and the present head gates or the dam from which that canal is supplied, and that it is proposed to supply what is called the Skenandoah mill site from the basin of the canal through a dive culvert at the head of the S lock to be constructed in front of. the said site. o? This plan will reduce the ultimate flow of water into the power canal which is entitled to one half of the surplus water of the Oswego River after the State's requirements for navigation are taken care of. We are users of water upon this canal and lessees thereof of the Oswego Canal Company and have vested rights therein to 17/20 of the said surplus water of the first class now leased; and % of the second class now leased, and likewise to another class of water.
