Cross-border Cooperation in the Western Balkans

Book Description

The vision of a Europe "whole, free, and at peace" has been a fundamental tenet of U.S. foreign policy. In its earlier manifestation, U.S. and EU policy concentrated on the political and economic liberalization and transformation of Central and Eastern Europe. However, for most Western Balkan countries, the goal of full European integration is yet to be achieved. Unfortunately, despite a significant amount of Western investment in the Western Balkans, there is no politically unifying vision among the elite and civil society to maintain sufficient reform momentum for rapid transformation. Moreover, traditional reform tools, even on a very large scale, such as the EU Rule of Law (EULEX) mission in Kosovo, were unable to achieve desired institutional and integration success. Transatlantic policy toward the Western Balkans appears to be a "perfect storm" of outdated policies that are out of sync with the region, ineffectual policy tools, and of waning policy interest. Therefore, it is time to examine potential new drivers of reform that emanate from within the region. One such driver is cross-border cooperation.

Effectiveness and Visibility of EU Funding in the Western Balkan Countries with a Special Focus on the Cross-border Cooperation

Book Description

This briefing considers the effectiveness and visibility of EU funding in the Western Balkans, Cross-Border Cooperation (CBC) in particular. CBC is reported to have enhanced relations between neighbouring countries at central and regional levels and it has reportedly helped prepare local authorities for eventual management of EU funds. Visibility is reported to be good but it is not known how this translates into public awareness and understanding of EU funding. With IPA II, there is increased emphasis on outcome monitoring and evaluation, and on visibility and communication. The effects of these and other changes remain to be seen.

Regional Cooperation and European Integration in the Western Balkans

Book Description

This work focuses on the pivotal role that regional cooperation policies, initially launched by the EU and later owned by the region, play in the stability and on the process of European integration for the Western Balkans countries. It aims to evaluate the functionality and effectiveness of these policies and to assess their impact on one particular country, Albania. The research question is the degree to which these regional cooperation policies have influenced on the development of domestic sectors in Albania. In order to empirically measure the results, three main indicators are taken into consideration and evaluated. This work suggests that the regional cooperation initiatives have brought positive outcomes and have developed many sectors in Albania, which the country alone could have not have achieved due to its limited size and economy. Cross-border trade, infrastructure, transport and free movement of persons are undeniably ameliorated in the case of Albania as a result of regional cooperation policies. The success of these policies is mainly to be observed on the creation of political consensus and stability for the whole region.

The efforts of these states to join the European Union and the reconciliation initiatives between the countries are detailed in this research paper. Despite the efforts of the countries of the region and of the EU, a lot of work is needed before these countries will become sufficiently mature in political, economic and societal sense to become members of the European Union. The promotion of dialogue, grassroots movements, civil society and cross-border projects is needed in order to tackle unresolved problems in the region.
