The purpose of the international scan was to investigate the issues, constraints, opportunities, and challenges faced by the European Union (EU) in developing a policy of open boundaries and what strategies it uses to implement the policy. The panel met with government representatives, terminal operators, logistics providers, and shippers to gain a broad understanding of how the EU has attempted to develop a common market, and how the private sector has responded. The group met with various industry and government representatives from the Netherlands, Italy, Germany, Austria, and Switzerland, and with representatives of the European Commission in Brussels.




Territorial Impact Assessment

This book presents a comprehensive debate and analysis of existing Territorial Impact Assessment (TIA) methodologies, designed under the auspices of the ESPON programme since the mid-2000s. This is intended to serve as a TIA handbook for the reader, to better understand the main differences, advantages and shortcomings of each presented TIA methodology. It also serves as a manual for professors and students in the field of policy evaluation, and territorial analysis, as it presents concrete examples of the implementation of each TIA methodology, their formulas and intrinsic evaluation elements. The purpose of policy evaluation methodologies is to check the main effects of private and public investments, in order to report back to policymakers and citizens on their efficiency and effectiveness. Over the past decades, both in Europe and worldwide, there has been an increasingly awareness of the need to implement/reinforce policy evaluation practices, at all territorial levels. At the same time, it has become widely accepted that many policy interventions produce impacts in more than one dimensions of territorial development. In this context, the use of a holistic and territorial approach for policy impact assessment evaluation has rapidly been adopted by the European Commission as a mainstream policy evaluation procedure.




The Border

In our globalized world, borders are back with a vengeance. New data shows a massive increase of walls and barriers between countries after 2001. However, at the same time, the flow of people and the growth of trade have continued at impressive rates, and arguments for more open borders remain relevant. In The Border, Martin Schain compares how and why border policy has become increasingly important, politicized, and divisive in both Europe and the United States. Drawing from an intensive analysis of documents and interviews, he argues that border control is a growing international movement. In Europe, the European Union is under scrutiny, and many countries seek to block the entry of asylum-seekers from wars in the Near East. In the US, Donald Trump pledged to build a wall along the Mexico border, restricted the entry of Syrian asylum-seekers, and more generally tried to ban Muslim immigration. Moreover, on both sides of the Atlantic, trade barriers appear in the political agendas of major parties. Schain delves into these interlinked phenomena, showing that migration, identity, and trade have been packaged and transformed into hotly contested issues of border governance and control.




Border Futures-Zukunft Grenze-Avenir Frontière

What current discourses are relevant for border areas? What opportunities for and obstacles to integrated territorial development arise from the specific situation of border regions? How can these be utilised or overcome in a goal-oriented way? These questions were central to the discussions of the Border Futures working group. Border regions like the Greater Region or the Trinational Metropolitan Region of the Upper Rhine extend far beyond the immediate border area. While institutional structures of cooperation can be perpetuated through agreements and organisations, there is a lack of instruments which cross-border cooperation structures can deploy in response to changing situations. Cross-border cooperation faces new challenges from increasing cross-border interactions, processes of economic structural transformation, new energy policies in the national sub-spaces, and demographic change. Another factor is increasing spatial polarisation, which influences the further development and future viability of the affected border areas, and involves metropolisation issues in urban centres and the provision of public services in rural districts. Building on discussions of the Border Futures working group, this volume sheds light on cross-border cooperation in practice with recent research relevant to planning in border regions in the European context. The insights collected here are intended to be usable in the border areas within the territory of the Regional Working Group and should also contribute towards the broader specialist discourse on the further development of cross-border cooperation. Issues of sustainable cross-border governance, new spatial functions and new planning instruments play a role here, as do the possibilities provided by the current EU structural policy programming period for border areas
