The Men and Women We Want

Should immigrants have to pass a literacy test in order to enter the United States? Progressive-Era Americans debated this question for more than twenty years, and by the time the literacy test became law in 1917, the debate had transformed the way Americans understood immigration, and created the logic that shaped immigration restriction policies throughout the twentieth century. Jeanne Petit argues that the literacy test debate was about much more than reading ability or the virtues of education. It also tapped into broader concerns about the relationship between gender, sexuality, race, and American national identity. The congressmen, reformers, journalists, and pundits who supported the literacy test hoped to stem the tide of southern and eastern European immigration. To make their case, these restrictionists portrayed illiterate immigrant men as dissipated, dependent paupers, immigrant women as brood mares who bore too many children, and both as a eugenic threat to the nation's racial stock. Opponents of the literacy test argued that the new immigrants were muscular, virile workers and nurturing, virtuous mothers who would strengthen the race and nation. Moreover, the debaters did not simply battle about what social reformer Grace Abbott called "the sort of men and women we want." They also defined as normative the men and women they were -- unquestionably white, unquestionably American, and unquestionably fit to shape the nation's future. Jeanne D. Though debates over immigration have waxed and waned in the course of American history, the importance of immigrants to the nation's identity is imparted in civics classes, political discourse, and television and film. We are told that the United States is a "nation of immigrants," built by people who came from many lands to make an even better nation. But this belief was relatively new in the twentieth century, a period that saw the establishment of immigrant quotas that endured until the Immigrant and Nationality Act of 1965. What changed over the course of the century, according to historian Robert L. Fleegler, is the rise of "contributionism," the belief that the newcomers from eastern and southern Europe contributed important cultural and economic benefits to American society. Early twentieth-century immigrants from southern and eastern Europe often found themselves criticized for language and customs at odds with their new culture, but initially found greater acceptance through an emphasis on their similarities to "native stock" Americans. Drawing on sources as diverse as World War II films, records of Senate subcommittee hearings, and anti-Communist propaganda, Ellis Island Nation describes how contributionism eventually shifted the focus of the immigration debate from assimilation to a Cold War celebration of ethnic diversity and its benefits—helping to ease the passage of 1960s immigration laws that expanded the pool of legal immigrants and setting the stage for the identity politics of the 1970s and 1980s. Figurative Language in the Immigration Debate

This study analyzes newspaper coverage of immigration reform in mainstream newspapers prior to, and following the debate in June 2007. The newspaper text is analyzed using metaphor interpretation supported by content analysis. The quantitative result categorizes the identified metaphors in three distinct metaphor categories about: immigrants and immigration, immigration policy and enforcement, and metaphors about the debate and immigration issue itself. The relative distribution of metaphors among categories is provided. Using an open coding process, emergent metaphor categories are identified. The qualitative findings describe metaphors and schemas that were potentially activated by particular metaphorical phrases in this context. Lastly, this research compares the similarities and differences of the immigration debate of the early 20th century with the contemporary U.S. and European debate.
