Defense Inventory: Opportunities Exist to Expand the Use of Defense Logistics Agency Best Practices

Book Description

Section 347 of the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 requires us to evaluate the extent to which the Defense Logistics Agency has implemented best commercial inventory practice initiatives contained in a schedule submitted to Congress on May 19,1998. The National Defense Authorization Act for Fiscal Year 1998 required that the Agency develop and submit the schedule and that implementation of the initiatives be completed by November 2000. A best commercial inventory practice is defined in the 1998 act as a practice that enables the Agency to reduce inventory levels and holding costs' while improving the responsiveness of the supply system to user needs. Many of the initiatives in the schedule are long-term contracts in which the Agency agrees to purchase items from a vendor for 1 or more years or corporate contracts in which multiple requirements with the same vendor are consolidated under one contract. These initiatives reduce or eliminate processing individual purchase orders and leverage the Agency's buying power to obtain lower prices. Other initiatives use techniques such as prime vendors under which a portion of the inventory management responsibilities are transferred to a single vendor, allowing military customers to order supplies only as they are needed and receive supplies on a timely basis. The schedule also includes electronic commerce initiatives that enable Department of Defense customers to search for and order supplies electronically.

Book Description

" DLA manages about one-fifth of DOD's $95 billion in secondary item inventory, such as spare parts to keep military equipment ready and operating. GAO has identified DOD supply-chain management as a high-risk area due in part to ineffective and inefficient inventory-management practices and weaknesses in forecasting the demand for spare parts. These factors have contributed to the creation of on-order and on-hand excess inventory. GAO was asked to review DLA's inventory-management practices. GAO reviewed, among other things, the extent to which DLA has (1) developed and met goals to reduce on-hand inventory and on-order excess inventory while reducing backorders, and any challenges faced in doing so, and (2) implemented initiatives using a comprehensive management approach to improve inventory management. GAO analyzed inventory data from 2009 through 2013, evaluated DLA's inventory processes, and interviewed DLA and DOD officials. "

Defense Inventory

Book Description

The Defense Logistics Agency (DLA) procures and manages large supplies of spare parts to keep military equipment ready and operating. This report identified supply chain management as a high-risk area due in part to high levels of inventory beyond what is needed to support requirements and problems in accurately forecasting demand for spare parts. The objectives were to: (1) determine the extent to which DLA's inventory of spare parts reflects the amount needed to support requirements; and (2) identify causes, if applicable, for DLA's having spare parts inventory that does not align with requirements. The report analyzed DLA inventory data for FY 2006 through 2008. Includes recommendations. Charts and tables.
