Delivering Development, Enforcing Shariah: PAS’s Dilemma in Terengganu

Whenever the Islamist party PAS comes to power in Terengganu, its political agenda has been to combine populist-type development programmes with the wish to turn Terengganu into a shariah-compliant state. Terengganu’s state budget is however heavily dependent on the federal government, to the tune of 80–90 per cent. This hinders the state government’s policymaking and implementation, especially when the federal government is controlled by its political opponents. This article argues that the politics of development play a more central role in determining the durability of the PAS state government in Terengganu than it does in neighbouring Kelantan. In other words, PAS cannot simply carry out its Islamic agenda without being complemented by tangible economic progress if it aspires to govern beyond a single term; PAS’s loss in the 2004 election after being in power for one term is a prime example of this dynamic. One reason that the current PAS state government managed to get re-elected in 2022 was the unimpeded flow of oil royalty payments into state coffers since 2018, which allowed the state government to fulfil its campaign promises; PAS’s inclusion in the Perikatan Nasional federal government in 2020 further improved the state government’s financial standing. When the reins of the federal government changed hands to PAS’s political opponents in 2022, the oil royalty payment to Terengganu again became an acrimonious issue, in many ways reprising the post-1999 situation. The key for the PAS state government to rule beyond the current term is its ability to negotiate the tense federal-state relationship, develop other sources of revenue, and find ways to claim credit for economic progress, in addition to burnishing its Islamic governing credentials by making Terengganu a shariah-compliant state.




Malaysia’s Responses to Issues Pertaining to Palestine

Malaysia’s support for Palestinian independence has always been based on religion. Historically, Malaysia has had warm relations with Palestinian leaders including the Palestine Liberation Organization—during Hussein Onn’s and Mahathir Mohamad’s administrations—and Hamas since Najib Razak’s administration. However, Malaysia’s support is not just based on their affinity to Palestinians as fellow Muslims but is also a matter of domestic politics. Support for Palestine has been used as a political tool for various quarters to prove that they are more Islamic than the other. Malaysia is now led by Prime Minister Anwar Ibrahim, a former student leader who rose to prominence in the 1970s for his activism on issues regarding the Muslim ummah, including Palestinian independence. Over the years, Anwar has demonstrated consistency in his support for Palestinians, and this has especially been the case since the outbreak of Israeli aggression against Gaza which began on 7 October 2023. As a result, Malaysia has gained global prominence for its aggressive stand against Israel. Thus, this paper discusses the Malaysian government’s responses to issues pertaining to Palestine over the years. In doing so, it illustrates that while Islam has been a crucial rallying point in supporting the rights and independence of the Palestinians, it is also arguable that Malaysia’s foreign policy outlook is also influenced by domestic politics and the need for the government of the day to maintain its support from the Muslim voter base.




Islamic Education in Indonesia and Malaysia


Book Description

Despite their close geographic and cultural ties, Indonesia and Malaysia have dramatically different Islamic education, with that in Indonesia being relatively decentralized and discursively diverse, while that in Malaysia is centralized and discursively restricted. The book explores the nature of the Islamic education systems in Indonesia and Malaysia and the different approaches taken by these states in managing these systems. The book argues that the post-colonial state in Malaysia has been more successful in centralising its control over Islamic education, and more concerned with promoting a restrictive orthodoxy, compared to the post-colonial state in Indonesia. This is due to three factors: the ideological makeup of the state institutions that oversee Islamic education; patterns of societal Islamisation that have prompted different responses from the states; and control of resources by the central government that influences centre-periphery relations. Informed by the theoretical works of state-in-society relations and historical institutionalism, this book shows that the three aforementioned factors can help a state to minimize influence from the society and exert its dominance, in this case by centralising control over Islamic education. Specifically, they help us understand the markedly different landscapes of Islamic education in Malaysia and Indonesia. It will be of interest to academics in the field of Southeast Asian Studies, Asian Education and Comparative Education.




Politics of Religious Freedom

Malaysia’s Student Loan Company


Book Description

The Malaysian National Higher Education Fund Corporation (PTPTN) was set up in 1997. Since then, it has accumulated a massive debt amounting to RM40 billion in principal plus RM13 billion in interest. All these are guaranteed by the Malaysian government. It is now the biggest provider of student loans in the country and continues to play a very important role in catalysing socio-economic mobility, especially among the ethnic Malays which is the majority community in the country. However, the business model employed by PTPTN is irrational and unsustainable. It borrows from the financial market at, on average, 4 to 5 per cent, and lends to students at 1 per cent. No serious effort has been made to revamp this model, and all public discussions around it have been driven by political populism. The biggest challenge is the low repayment rate. This problem has been ignored because Malaysian politicians of all colours have wanted to maintain popularity. Collecting debt is certainly not popular. PTPTN, under a new leadership since mid-2018, gathered and developed ideas on how to reform their organization. These ideas have been presented to various levels of government, including to the Cabinet in early 2020. PTPTN must be reformed to avoid its debt from inflating further. Whether the Malaysian government has the much-needed political will to push through the reforms is a question yet to be answered.




Legal Pluralism in Muslim Contexts

Emphasising an empirical research to contemporary legal pluralist settings in Muslim contexts, the present collected volume contributes to a deepened understanding of legal pluralist issues and realities through comparative examination. Capitalism Magic Thailand

By studying intersections among new cults of wealth, ritually empowered amulets and professional spirit mediumship—which have emerged together in Thailand’s dynamic religious field in recent decades—Capitalism Magic Thailand explores the conditions under which global modernity produces new varieties of enchantment. Bruno Latour’s account of modernity as a condition fractured between rationalizing ideology and hybridizing practice is expanded to explain the apparent paradox of new forms of magical ritual emerging alongside religious fundamentalism across a wide range of Asian societies. In Thailand, novel and increasingly popular varieties of ritual now form a symbolic complex in which originally distinct cults centred on Indian deities, Chinese gods and Thai religious and royal figures have merged in commercial spaces and media sites to sacralize the market and wealth production. Emerging within popular culture, this complex of cults of wealth, amulets and spirit mediumship is supported by all levels of Thai society, including those at the acme of economic and political power. New theoretical frameworks are presented in analyses that challenge the view that magic is a residue of premodernity, placing the dramatic transformations of cultic ritual centre stage in modern Thai history. It is concluded that modern enchantment arises at the confluence of three processes: neoliberal capitalism’s production of occult economies, the auraticizing effects of technologies of mass mediatization, and the performative force of ritual in religious fields where practice takes precedence over doctrine.
