Hence, in multicultural societies development of pluralistic democracy, a democracy which includes respect for diversity is essential. A truly multicultural education which is based on the assumption that different cultures will be equally represented in education goes a long way towards education for democratic citizenship. Such an education would make students aware of issues of human rights and justice and encourage them to define their own values and ways in which they could contribute to a better world. The aim of this volume is to provide a forum for discussion of how multiple social perspectives and personal values can be brought together on common grounds around matters related to democracy. Contributions from research, and scholarly theoretical work as well as presentation of existing creative models of democracy education will be included. Authors from the major democracies will comment on the models and practice of multicultural education in their respective countries, to facilitate discussion and learning from each others' experiences.

Most countries around the world exhibit a long history of exclusion and discrimination directed against ethnic, racial, national, religious, or ideological groups. The underlying justifications for these forms of exclusion have been increasingly discredited by the post-war human rights revolution, decolonization, and by contemporary norms of liberal-democratic constitutionalism, with their commitment to equal rights and non-discrimination. However, even as these older practices and ideologies of exclusion are discredited and repudiated, they continue to have enduring effects. The legacies of exclusion can still be seen in a wide range of social attitudes, cultural practices, economic and demographic patterns, and institutional rules that obstruct efforts to build genuinely inclusive societies of equal citizens. Finding ways to overcome this problem is a major challenge facing virtually every society around the world. The Politics of Reconciliation in Multicultural Societies focuses on two parallel intellectual and political movements that have arisen to address this challenge: the 'politics of reconciliation', with its focus on reparations, truth-telling and healing amongst former adversaries, and the 'politics of difference', with its focus on the recognition and empowerment of minorities in multicultural societies. Both the politics of reconciliation and the politics of difference are having a profound impact on the theory and practice of democracy around the world, but remarkably little has been written about the relationship between them. Constitutional Democracy in a Multicultural and Globalised World

After World War II, states transformed into ‘collective fortresses’ in order to protect competing ideological systems. The debate on post-modern statehood heavily built on ideological disputes between liberalism and communism, over the nature of the economic and social system, and the state and government that could sustain such a system. What is an ‘ideologically acceptable’ state-concept; which tasks and fu- tions should the state fulfil, and how to legitimate not only democratic, but also authoritarian and even totalitarian regimes? These questions were at the very centre of state theory. However, after the fall of communism in Europe and the former Soviet Union, the discourse of state and government scholarship radically changed. The need for a profound shift in the state paradigm was emerging. The time after 1989 seemed to proclaim that the nation-state had lost its raison d’être as an island of undisputed and unlimited sovereignty. A globalised world order broke open the ‘fortress state’ that developed within the tradition of European constitutionalism. Given the simultaneous structural changes to the nation-state’s foundations, socio-economic and political reforms going hand in hand with new constitutional designs, the ‘state in transition’ started paving the way towards a new state paradigm, and not only with regard to the states in the process of de- cratic transformation from socialist into liberal constitutional democracies.

Over sixty years after the Universal Declaration of Human Rights, it has been widely observed that human rights resonate differently in various settings. This book addresses the timely and important question of how to understand human rights in a world of increasing diversity. The effects of globalization and the increasing mobility of persons and peoples have further deepened and multiplied the sites of interaction between different cultures, religions and ethnicities. These changes have been a source of enrichment, as multiculturalism, interculturalism and diversity permeate our daily lives. Yet, they have also revealed important societal cleavages, different conceptualizations of human rights, and divergent values and beliefs about moral, ethical, cultural and religious issues. In societies characterized by diverse social, ethnic, religious and cultural communities, it becomes critical to examine how to reconcile the tensions between respect for group-based identities and differences, the robust protections of individual rights and freedoms, and the maintenance of community solidarity and social cohesion. It is these tensions, mediated through debates about the interaction between human rights and diversity, that this book addresses. Eschewing any simple reconciliation of human rights and universalism, this book aspires to identify alternative frameworks that can facilitate the conceptualization of, and help find solutions to, the complex global human rights issues in diverse societies. In engaging with both the theoretical perspectives that question the 'universality' of human rights as well as assessing the practicality of diverse applications of human rights, this collection of essays explores how human rights can be employed to empower historically excluded and marginalized groups. Taking diversity into account in thinking about the universal aspirations of human rights protection requires us to reframe the question. Rather than asking whether human rights are universal, we need to ask how the universal principles underlying human rights are practically and tangibly realized in diverse contexts and communities. Human rights in culturally diverse societies

This updated publication contains the Committee of Ministers’ guidelines to member States on the protection and promotion of human rights in culturally diverse societies as well as the Compilation of Council of Europe standards relating to the principles of freedom of thought, conscience and religion and links to other human rights upon which the Guidelines are inspired. These standards are based mainly on the European Convention on Human Rights and the jurisprudence of the European Court of Human Rights, but also on conclusions and recommendations of other monitoring mechanisms and other Council of Europe bodies. The Guidelines are innovative as they do not consider these standards in isolation, rather they rethink and recast them through their interaction with other human rights: freedom of expression, freedom of association and assembly, the right to private life. They are intended as a realistic and usable tool which reflects the often complex interplay of different rights within diverse societies.
