The Third Wave

Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. Democracy Delayed

With the dissolution of the Soviet Union, foreign policy analysts and international relations scholars expected communist Cuba to undergo transitions to democracy and to markets as had the Eastern European nations of the former Soviet bloc. But more than a decade after the fall of the Berlin Wall, Castro remains in power, with no sign that the Cuban government or economy is moving toward liberalization. In Democracy Delayed, political scientist Juan López offers a searching and detailed analysis of the factors behind Cuba's failure to liberalize. López begins by comparing the political systems of three Eastern European states—the former German Democratic Republic, Czechoslovakia, and Romania—with that of Cuba, in order to identify the differences that have allowed Castro to maintain his hold over the government and the economy. López also shows the various conditions promoting change, including the development of civil society groups in Cuba, and discusses why some U.S. policies help the possibility of democratization in Cuba while others hinder it. While the Catholic Church in Poland and the Protestant Church in East Germany fostered change, the Catholic Church in Cuba has not taken a defiant stance against authoritarianism but seems instead to be biding its time until Castro is out of the picture. In conclusion, López argues that a political transition in Cuba is possible even under the government of Fidel Castro. Some necessary conditions have been missing, but it is possible that U.S. policies could lay the groundwork for democratic charge.




Problems of Democratic Transitions in Multi-Ethnic States

Saw Myat Sandy’s study deals with theoretical and empirical analysis of the political transitions in former Yugoslavia and Burma, the present day Myanmar. It covers the transition period of both states from the late 1980s until present. The author examines the democratic transition in both states, where the process has been ‘unsuccessfully accomplished’, i.e. after a very promising beginning sooner or later undermined by the challenges of the transition, which threatened to reverse, what was gained by democratisation. In this dissertation, Saw Myat Sandy argues that the democratic transition in both states became an extended process of transition’ because of its multi-ethnic societies. The democratisation in former Yugoslavia led to disintegration, and in Myanmar it is proving to be an intractable one and has become almost un-resolvable to anyone’s satisfaction. Myanmar today suffers from on-going political instabilities that cause political and social fragmentations but does not demonstrate that it will fall into conventional Balkan scenarios. This dissertation analyses if Myanmar’s political transition will follow the former Yugoslavian fate by using the transition theoretical framework and highlighting the empirical facts on the problems of ethnicity and other political factors that relate to these democratisation processes. The theoretical approaches are based on the ‘democratic transition and consolidation theories’ argued by Juan J. Linz, Alfred Stepan and Samuel Huntington. As opposed to many quantitative studies, relevant dimensions will gradually appear in this qualitative case study. The theoretical perspectives that apply are equally significant and supplement each other and relate to its national experience. The study contributes to the conventional theoretical debate and aims to offer the understanding for the need to expand the link between ethnicity and political transitions in transition theories. It proposes a heuristic method to integrate the dynamic of ethnicity in political transition theories.

Freedom in the World 2018


Book Description

Freedom in the World, the Freedom House flagship survey whose findings have been published annually since 1972, is the standard-setting comparative assessment of global political rights and civil liberties. The survey ratings and narrative reports on 195 countries and fifteen territories are used by policymakers, the media, international corporations, civic activists, and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.




Bulgaria's Delayed Transition


Book Description

Bulgaria's transitional pathway from socialism to free market liberal democracy has been extremely troubled and hesitant, with the European Union only satisfied that the country had created a functioning market economy in November 2003. Freedom House considered Bulgaria as a parliamentary democracy from 1991, but as a mixed statist-transitional economy until 1998. What accounts for the various delays, obstacles, and setbacks the country has faced since 1989? I argue that for the period 1989 to 1997, there was a lack of consensus among the Bulgarian public and elites on the pace and extent of political and economic reforms. This lack of consensus explains the delayed, inconsistent, and incomplete consolidation of democracy and a free market economy, as it permitted successive governments to avoid tough and unpopular policy decisions, at national, regional, and local levels, and ensured that those reforms that were undertaken were poorly and incompletely implemented. Lack of consensus allowed parliament to draft and approve poorly written legislation full of ambiguities and loopholes, while local politicians and government officials found it politically, ideologically, or economically expedient to delay and otherwise hinder the reform process. This dissertation shows how the lack of consensus is a result of the way Bulgarians experienced the latter years of socialism economically, politically, and socially. The social pact between rulers and ruled remained intact in Bulgaria through the end of communist authoritarianism, and had brought considerable economic, social and cultural development to the country. As a result, the population was not prepared for the inevitable pain of the structural economic and political changes necessitated by the transition to a free market liberal democracy. Focusing on the role of consensus adds a further layer of complexity to the study of transitions, and through the dual case study of Bulgaria and the Rousse region, this study highlights the points of convergence among a range of theoretical approaches, opening the door for greater pooling of knowledge and research findings in future.

Challenges to Democratic Governance in Developing Countries


Book Description

​Despite the large amounts of human and financial resources invested to foster democratic governance in developing countries, statistics show that the majority of these countries have not yet achieved significant improvements in living standards. While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. It also analyses the rule of law, in promoting democratic governance and curbing corruption and if governmental, non-governmental organizations, and civil societies are effective in promoting democratic governance and curbing corruption. This book will go beyond identifying the challenges and offer plausible solutions that could be adapted to various developing countries. It is premised on the importance of bridging theory and practice, which has been lacking in most local and international development publications, making of interest to scholars and policy-makers alike concerned with public administration in developing countries.​
