It has taken a long time to make this book. Many initial drafts of the chapters published in this book were presented in November 2000 during a two-day conference on Interactive governance: towards a post-parliamentary democracy held in Enschede (The Netherlands). The Netherlands Institute of Governance (NIG) sponsored the . conference. After this conference the organisers discussed the possibility of making a book on the basis of papers presented at this event. In the end it was agreed that such a publication would indeed be worthwhile provided the initial papers were fundamentally revised. Moreover it was agreed that also supplementary chapters should be included, in order to strengthen the international comparative perspective. On this basis authors of the conference papers chapters and envisioned new chapters were invited to (re)submit drafts. The completion of the book, however, was unexpectedly halted by the tragic sudden death of our co-editor and dear friend Oscar van Heffen. In his lifetime he was the driving force behind this project. Without his efforts, insightful comments and helpful suggestions this book, in its present form, would never have been published. As such we dedicate this volume to his memory, the completion of the book being an honorary debt to our friend and his wife Mirjan.

Contemporary philosophical pluralism recognizes the inevitability and legitimacy of multiple ethical perspectives and values, making it difficult to isolate the higher-order principles on which to base a theory of justice. Rising up to meet this challenge, Rainer Forst, a leading member of the Frankfurt School's newest generation of philosophers, conceives of an "autonomous" construction of justice founded on what he calls the basic moral right to justification. Forst begins by identifying this right from the perspective of moral philosophy. Then, through an innovative, detailed critical analysis, he ties together the central components of social and political justice--freedom, democracy, equality, and toleration--and joins them to the right to justification. The resulting theory treats "justificatory power" as the central question of justice, and by adopting this approach, Forst argues, we can discursively work out, or "construct," principles of justice, especially with respect to transnational justice and human rights issues. As he builds his theory, Forst engages with the work of Anglo-American philosophers such as John Rawls, Ronald Dworkin, and Amartya Sen, and critical theorists such as Jürgen Habermas, Nancy Fraser, and Axel Honneth. Straddling multiple subjects, from politics and law to social protest and philosophical conceptions of practical reason, Forst brilliantly gathers contesting claims around a single, elastic theory of justice.

A decade after the collapse of communism, this volume presents a historical reflection on the perplexing nature of the East German dictatorship. In contrast to most political rhetoric, it seeks to establish a middle ground between totalitarianism theory, stressing the repressive features of the SED-regime, and apologetics of the socialist experiment, emphasizing the normality of daily lives. The book transcends the polarization of public debate by stressing the tensions and contradictions within the East German system that combined both aspects by using dictatorial means to achieve its emancipatory aims. By analyzing a range of political, social, cultural, and chronological topics, the contributors sketch a differentiated picture of the GDR which emphasizes both its repressive and its welfare features. The sixteen original essays, especially written for this volume by historians from both east and west Germany, represent the cutting edge of current research and suggest new theoretical perspectives. Der Bedarf an der Demokratiemessung ist in der vergleichenden Politikwissenschaft in den letzten Jahren merklich gestiegen. Doch zugleich wurde in vielen demokratietheoretischen Debatten der Aspekt der Operationalisierung der vorgeschlagenen Demokratiemodelle zu stark vernachlässigt. Weder wurde stets eine empirische Überprüfung angestrebt, noch konnte die allgemeine Frage: "Wie demokratisch ist ein bestimmtes politisches System?" angemessen behandelt werden. Die rasch wachsende Zahl von verschiedenen Konzepten zur Demokratiemessung bedarf ihrerseits einer tieferen theoretischen und methodischen Reflexion: Welches Demokratieverständnis wird zugrunde gelegt; wie erfolgt die Operationalisierung und Messung; welches sind die empirischen Befunde und wie valide sind die Ergebnisse? Die Beiträge dieses Bandes möchten diese Fragen beantworten und präsentieren darüber hinaus eigene Vorschläge zu einer differenzierenden Weiterentwicklung der Demokratiemessung.
