The coalition Government has committed to increasing the Department for International Development's total aid spending from £7.8 billion in 2010-11 to £11.5 billion in 2014-15. The Department aims to improve and expand state primary education, focusing on sub-Saharan Africa and Asia. It works largely by influencing and financing developing country governments to pursue Millennium Development Goals. The Committee supports these aims, but expresses concerns about its ability to assess the value for money of its spending. Fourteen of the 22 countries the Department supports are on track to meet Millennium Development Goals for primary enrolment by 2015. The Committee also expresses concern that the Department cannot adequately attribute impacts to its spending and its influence. Even for its largest programmes, such as India, it typically contributes a low proportion of the countries' education spend. For the Committee, the Department needs to place value for money as the primary focus when allocating resources or assessing the performance of its education programmes. It needs to focus on how many children attend and complete primary education, along with the literacy and numeracy they achieve.




Bilateral support to primary education

The Department for International Development has successfully supported developing countries in progress against goals of universal enrolment in primary education and improved educational prospects for girls. DFID's 22 priority countries have made significant progress towards universal enrolment: from typically 50 per cent of children or lower in the mid-1990s to 70 per cent to 90 per cent now. But pupil drop-out is high; typical drop-out rates are 10 per cent to 15 per cent in year one and completion of primary education is low, ranging from 57 per cent of children in Nepal to 17 per cent in Malawi. Because pupil and teacher attendance is poor, there are insufficient teaching hours. And, although pupil attainment has been poorly measured, the information that is available shows low levels of literacy and numeracy. since 2001 DFID, along with other donors and recipient governments, has focused on enrolment more than the quality of education. It has started to redress this imbalance but needs to focus more on key factors like teacher and pupil attendance, quality and attainment in its interventions. Typically, salaries - mostly those of teachers - consume 90 per cent of education budgets in developing countries, yet pay is not routinely monitored. Wage-bills have reached levels which limit the affordability of educational expansion in DFID priority countries. There are other opportunities to work with governments to help raise cost-effectiveness: non-formal education initiatives designed to reach remote or migrant communities have features which could be applied successfully in formal schools.

Budget support is aid provided directly to a partner government's central exchequer, and aims to reduce poverty through helping to fund the poverty reduction strategy of the beneficiary country. DFID's use of budget support has risen to £461 million, representing nearly twenty per cent of bilateral expenditure. Budget support has been designed to improve aid effectiveness by reinforcing developing country policies and systems, and reducing transaction costs. Despite having provided budget support in some countries for many years, however, the Department has not established whether it is in practice cost-effective. DFID's main criterion for providing budget support is that benefits must outweigh the risks, a judgement which is assessed subjectively by country teams. DFID assesses weaknesses in financial systems but rarely estimates the associated risks of corruption or waste of UK funds. DFID's monitoring has basic weaknesses in specifying suitable indicators and tracking progress against objectives. Bodies such as Parliaments, State Audit Offices and civil society organisations can provide effective challenge to governments and ensure that the poor benefit from budget support funding. DFID has not historically paid sufficient attention to strengthening domestic accountability. DFID also has a responsibility to UK stakeholders to demonstrate that funds have been spent effectively.

The Political Economy of Educational Reforms and Capacity Development in Southeast Asia

Yasushi Hirosato and Yuto Kitamura Developing countries, including Southeast Asian countries, face an enormous challenge in ensuring equitable access to quality education in the context of deepening globalization and increasing international competition. They must simultaneously meet the goals of Education for All (EFA) at the basic education level and of developing a more sophisticated workforce required by the knowledge-based economy at the post-basic, especially tertiary, education level. To meet this challenge, developing countries need to reform/renovate their education systems and service deliveries as an integral part of national development. However, most of them have not yet fully developed the individual, institutional, and system capacities in undertaking necessary education reforms, especially under decentralization and privatization requiring new roles at various (central and local, or public and private) levels of administration and stakeholders. Provided that an ultimate vision of educational development and cooperation in the twenty-first century would be to develop indigenous capacity in engineering education reforms, this book analyzes the overall education reform context and capacity, including the status of sector program support using the sector-wide approach (SWAp)/program-based approach (PBA) in developing countries. We also address how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization.




The closure of DFID's bilateral aid programme in Burundi

The Department for International Development (DFID) has decided to close its bilateral aid programme in Burundi in 2012. Burundi is a fragile country which has experienced decades of civil war. It is one of the poorest countries in the world and is unlikely to meet most of the Millennium Development Goals. DFID's states that despite such closure, it will: continue funding Burundi both through a regional programme Trade Mark East Africa (TMEA) and multilateral donors (the EU, the World Bank, African Development Bank) to which DFID is a major contributor; that, other donors will take over bilateral programmes which it has been funding and that the cost of the office in Burundi is too high in relation to the size of the programme. The Committee believes though that the Government should reinstate a bilateral aid programme to Burundi for the following reasons, including: that the UK currently has bilateral programmes with all the countries in the Eastern Africa and Great Lakes Region and that the UK's engagement continues to be critical throughout this region both in perception and reality; that Trade Mark East Africa (TMEA), has already helped to increase Burundi's collection of tax revenues; that there are funding gaps in many sectors in Burundi; that there is a regional dimension to conflicts in the Great Lakes area and Burundi is particularly fragile. The Committee states if DFID does cease bilateral aid to Burundi, a responsible exit strategy is the least it can do to minimise the negative consequences.

The Department for International Development's (DFID) objectives continue to focus on achievement of the internationally agreed Millennium Development Goals with the overarching aim of poverty reduction. This focus remains valid. However, on current trends most of the Goals will not be met by the 2015 deadline. The prospects for achieving Millennium Development Goal 2 on universal primary education by 2015 concern the Committee. To meet the target of all children completing primary education by 2015, universal access to schooling will need to be in place by 2010. The necessary schools will therefore have to be built and teachers trained in less than two years. The global economic downturn may exacerbate the risk of failure if development assistance levels are not maintained and donor commitments on aid are allowed to lapse. In straitened economic circumstances it is vital that every pound spent achieves the maximum impact, not least so that public support for aid expenditure can be maintained. The Committee is not convinced that DFID's evaluation processes allow it to make an accurate assessment of what its funding is achieving. The Independent Advisory Committee on Development Impact has begun to improve evaluation within DFID. This process must continue with the full engagement of the Department. DFID's ability to deliver its objectives is beginning to be constrained, despite its rising budget, by the Government-wide requirement to reduce its administrative budget and therefore the number of staff it employs. The Government should urgently reassess whether DFID has sufficient staff in place effectively to deliver the objectives which it has assigned to the Department under its Public Service Agreements.
