This document contains proceedings of Senate hearings before a subcommittee of the Committee on Appropriations on H.R. 2127, an act making appropriations for the Departments of Labor, Health and Human Services, Education, and other related agencies for the fiscal year ending September 30, 1996. The document contains testimonies, answers to committee questions, and prepared statements from: Robert Reich, Secretary of Labor; Donna Shalala, Secretary of Health and Human Services; Richard Riley, Secretary of Education; Harold Varmus, Director of the National Institutes of Health; and representatives from other federal agencies.
