The Department of Transport anticipates a 30% increase in road traffic (compared to 2000 levels) by 2015, yet congestion ahs already taken a stranglehold of many cities and towns and parts of our strategic road network. We cannot build our way out of the problem and there is widespread acceptance that some form of demand management is necessary. There are however difficult choices to be made: which roads to price; what technology to use; how to set tariffs; and how to spend the revenue.
