Democratic countries vary widely in the extent to which the administration of the electoral process facilitates voter participation, showing a great deal of variation in everything from voter registration to the casting of ballots. This book is the first systematic study to investigate why it is easier to vote in some democracies than in others. It develops the concept of election administration inclusiveness, which considers all of the administrative requirements and procedures that a citizen confronts in exercising his or her right to vote. It then draws on in-depth case studies from Central America and data from Latin America more broadly to address how political parties and other actors interact in constructing election administration rules and procedures. Using a theoretical framework centred on electoral threat, party capacity, and electoral management body composition, the author identifies multiple pathways to inclusive and restrictive election administration. The Regional Seminar on Local Governments and Indigenous Peoples was organized because of the common interest and joint effort by the United Nations Development Programme (UNDP) Mexico, the UNDP Democratic Governance Practice Area of the Regional Bureau for Latin America and the Caribbean, the UNDP Regional Service Centre in Panama and UNDP's Bureau for Development Policies (BDP/DGG). The objective was to make better known the various initiatives in the region on issues concerning local governments and indigenous peoples. The seminar offered an opportunity to know, share and systematize lessons learned, progress made, obstacles encountered, and initiatives proposed in the region. In Latin America reflection about democracy and local governance has a central place. This is a key reason to strengthen channels for reflection and provide spaces where different local realities can be discussed. Doing so will give more elements to tackle the region's historic challenges in national settings that are marked by a distancing between citizens and politics and its actors. It will also enable us to confront the emergence or intensification of social phenomena that impede human development due to marginalization, inequality, discrimination, insecurity and increasing violence.

Despite democratization at the national level, local political bosses still govern many municipalities in Latin America. Caudillos and clans often use informal political practices—ranging from clientelism and patronage to harassment of political opposition—to control local political dynamics. These arbitrary and, at times, abusive practices pose important challenges to how Latin American democracy works and how power is exercised after the decentralization reforms in the region. These reforms promised to bring the government closer to the people and to promote popular participation. In many cases, these ideals are unmet, and newly empowered local politicians have been able to turn municipalities into personal fiefdoms. This book explores how local caudillos stay in power and why some are more successful than others in retaining office. In Adiós Niño: The Gangs of Guatemala City and the Politics of Death, Deborah T. Levenson examines transformations in the Guatemalan gangs called Maras from their emergence in the 1980s to the early 2000s. A historical study, Adiós Niño describes how fragile spaces of friendship and exploration turned into rigid and violent ones in which youth, and especially young men, came to employ death as a natural way of living for the short period that they expected to survive. Levenson relates the stark changes in the Maras to global, national, and urban deterioration; transregional gangs that intersect with the drug trade; and the Guatemalan military's obliteration of radical popular movements and of social imaginaries of solidarity. Part of Guatemala City's reconfigured social, political, and cultural milieu, with their members often trapped in Guatemala's growing prison system, the gangs are used to justify remilitarization in Guatemala's contemporary postwar, post-peace era. Portraying the Maras as microcosms of broader tragedies, and pointing out the difficulties faced by those youth who seek to escape the gangs, Levenson poses important questions about the relationship between trauma, memory, and historical agency.
