This paper analyzes the empirical determinants of household saving using data from 21 OECD countries for 1975-95. A particular focus is the influence of the tax and social security systems on household saving. The paper therefore extends the usual set of explanatory variables used to explain household saving behavior to include variables that capture the structure of the tax system and the financing and generosity of the social security and welfare system. These variables are found to have an important impact on household saving. Accordingly, by changing the design of these systems, governments may be able to influence saving.

This Selected Issues paper examines the role that government policy in Australia plays in influencing household saving, both directly through its own saving and the structure of the tax, social security and welfare systems, and indirectly through the influence of the policy environment on factors that affect saving such as economic growth. The determinants of household saving in a sample of 21 OECD (Organization for Economic Cooperation and Development) countries are also investigated, using both cross-section and panel estimation techniques.

Australia's recent economic performance has been impressive. It has experienced steady growth since the early 1990s and inflation has averaged just 2 percent over the same period. This strong showing marks a departure from the performance of the postwar years, when falling productivity and rising inflation caused Australia's per capita income to slip from one of the highest among OECD countries to merely average. This economic turnaround is explored in this book edited by Anoop Singh, Josh Felman, Ray Brooks, Tim Callen, and Christian Thimann of the Asia and Pacific Department.

This book stresses the psychological perspective in explaining financial behavior. Traditionally, financial behaviors such as saving, spending, and investing have been explained using demographic and economic factors such as income and product pricing. The consequence of this way of thinking is that financial institutions view their clients mostly from the perspective of their income. By taking a psychological approach, this book stresses the perspective of consumers confronted with a quickly changing financial world: the changing of financial offers and products (savings, investments, loans), the changing of payment methods (from cash to cheques, cards and mobile payments), the accessibility and temptation of goods, and the changing of insurance and pension systems. The Psychology of Financial Consumer Behavior provides insight into the thought processes of consumers in a variety of financial topics. Coverage includes perceptions of wealth, the pleasure or pain of spending, cashless transactions, saving and investing, loans, planning for the future, taxes, and financial education. The book holds appeal for researchers, professionals, and students in economics, psychology, economic psychology, marketing and consumer science, or anyone interested in financial behaviors.
