The varied and complex economic and social problems faced by the countries of Latin America and the Caribbean underscore the fundamentl importance of the common need, at national and regional leveis, to implement scientific research and technological development programmes based on the demands of each country or subregion. Scientific and technological research must become a key factor in the development process, conceived as integral, endogenous and centred in the human being. UNESCO, through its programme-Science, Technology and Society, tries to supportexchanges and technical co-operation among centres carrying out scientific or technological research in Latin America and the Caribbean, Spain and Portugal.
